The National Traffic Council changed the licensing process by eliminating mandatory classes and allowing a reduction of up to 80 percent in costs, while a Chamber committee approved a project that defines the link of instructors, adjusts rules for trailers, and alters requirements for Category E.

Two days after Contran approved a resolution that eliminates mandatory classes in driving schools, the licensing process began to foresee cost reductions that today reach R$ 5 thousand, allowing an estimated decrease of up to 80 percent in candidate training.

On Wednesday, the 3rd, the Commission on Transport and Transportation approved a project that restricts the action of instructors to professionals linked to driving schools accredited by the traffic departments, correcting what lawmakers classified as a regulatory gap.

Excluded from the rule are instructors from public traffic schools promoted by states and municipalities, public security professionals, and teachers involved in theoretical-technical training offered in high schools.

Rules For Trailers And Category E

The approved text eliminates the maximum age of 20 years for trailers and semitrailers used in the training of Category E drivers, who operate articulated vehicles with a gross weight exceeding 6 tons in various activities.

It is only required that the implements maintain good conditions of preservation and operation, with their use linked to accredited driving schools, except for exceptions defined by Contran itself in specific regulations.

Category E encompasses trucks with two trailers, known as bitrens, and articulated buses used in transportation operations, forming a formative structure for drivers qualified for coupled units.

Standardization Of Procedures And Justifications

The rapporteur Hugo Leal presented a substitute for Bill 1111/25, authored by deputy Toninho Wandscheer, which originally dealt only with the exemption of the maximum age applicable to coupled units used in the training of new drivers.

According to Leal, the action of autonomous instructors can create weaknesses in pedagogical control and oversight, affecting the guarantee that services provided comply with current traffic regulations, as noted by the legislator.

He stated that the sought standardization aims to curb irregular practices and ensure that the teaching-learning process is conducted within technical and legal parameters, avoiding operational risks and formative inconsistencies in the sector.

The rapporteur added that the age of road implements does not interfere with the qualification of drivers, as long as the equipment is preserved, reinforcing that the previous rule had no practical relationship with learning.

Next Steps And Conclusive Proceedings

The proposal will be submitted for analysis by the Committee on Constitution and Justice and Citizenship in a conclusive manner, a necessary step before eventual voting in the plenaries of the Chamber and the Senate for it to become federal law.

The approved text connects structural changes in the licensing process to the guidelines defined by Contran on December 1, forming a normative set that reorganizes instruction, vehicles used, and technical standards required.

The matter also involves assessment of pedagogical impacts and administrative adjustments, forming an accessory stage of the legislative debate that precedes the final consolidation of the changes proposed by the deputies.

O. Brasil teima em burocratizar tudo. Uma medida finalmente certa do governo pra facilitar a vida do cidadao, vem seguida por outra que continua dificultando. Paises como EUA e Suica, as regras simples e barato. Com 30 do dolares se Tira uma CNH, nos EUA e dependendo do estado, faz isso num dia. Na Suica a carteira dura ate voce completar 70 anos. Mas la, eles pudem mal motorista que desobedece as leia. Aqui, punimos quem quer tirar a CHN com regras absurdas e caras. Dirigir no Mundo atual eh uma necessidade e nao um privilegio. Mas parece que nao conseguimos entender isso.

Medidas eleitoreiras. Nem que seja às custas de vidas. Um retrocesso inaceitável, na contramão de que se pede mais segurança no trânsito. Essa tentativa de abrandamento das regras às vésperas de uma eleição é um verdadeiro desrespeito à população e principalmente à vida. Em nome do poder.

Acho muito boa a ideia de redução de custos em um processo extremamente nescessário para a população. Habilitação abre portas. Surreal um país onde o salário gira em torno de 1500 reais, habilitação custar tão caro. Segurança se dá também fiscalizando e punindo quem comete faltas.
