The government of Santa Catarina confirmed that it intends to begin, in the first semester of 2026, the construction of the highway known as Via Mar, designed to create a direct link between Joinville and the Greater Florianópolis Ring Road.

The forecast released by the state administration is for an initial investment of R$ 1 billion in the first phase, with a promise to open an alternative for one of the most congested stretches of BR-101 in the state.

The proposal presented by the government is to build a new road corridor of approximately 145 kilometers, with a dual carriageway and three lanes in each direction, totaling six lanes along the route.

Via Mar was designed to accommodate both heavy traffic and light vehicles, aiming to redistribute part of the flow that currently concentrates on the BR-101 axis, especially between Northern Santa Catarina and the coast.

BR-101 is the main road route along the coast of Santa Catarina and, in many places, operates close to its limit during peak periods.

In this scenario, Via Mar serves as a parallel state alternative to the federal route, seeking to reduce bottlenecks and offer more predictability for daily commutes, trips during high season, and the transport of goods between industrial hubs and port areas.

While defending the project, Governor Jorginho Mello stated in an interview that BR-101 “can no longer handle the traffic on the coast” and that the new highway “will ease traffic” by enhancing flow and predictability for those traveling in the region.

The statement was used by the government as an argument to reinforce the strategic nature of the project for logistics and tourism.

Highway Route and Division into Lots

The design released so far indicates that Via Mar will be divided into lots, with different stretches connecting municipalities between Joinville and Greater Florianópolis.

This division has been presented as a way to organize projects, permits, and contracts, in addition to allowing stages to be executed at different times.

The first phase announced by the State is the segment between Joinville and Guaramirim.

In this initial stretch, the project anticipates four bridges and two overpasses, in addition to approximately 26.85 kilometers in length, according to descriptions published about the structure of lot 1.

It is precisely this set that the government has put as the starting point for the construction schedule from 2026, with public financing in the initial phase.

In the subsequent lots, the forecast released in previous presentations of the route indicates that the highway should cross areas of the interior of municipalities such as Guaramirim and Massaranduba and continue towards the coast in stages until reaching the Greater Florianópolis Ring Road.

This information has appeared in materials and reports about the project since the launch of studies and the first public presentations.

Bridges, Overpasses and Engineering Challenges

In addition to the set of bridges and overpasses in the initial stretch, the subsequent lots also include special artworks and engineering interventions associated with the terrain and areas crossed by the road.

In planning descriptions, references to new bridges, overpasses, and retaining structures appear, points that often influence deadlines and costs in projects of this scope.

Part of this planning involves the preparation of executive projects by lot, a stage that precedes the execution of the works.

Reports indicate that the project has been organized into five lots, with varying degrees of complexity, which tends to require distinct schedules and technical solutions along the route.

Total Cost and Public-Private Partnership Model

The estimated total cost released for Via Mar is R$ 7.5 billion, a figure associated with the overall implementation of the highway.

The government announcement also establishes that the initial phase, with an investment of R$ 1 billion, will be funded by the State, while the other stages should proceed through a Public-Private Partnership, a model that transfers to the winning concessionaire the responsibility to build, operate, and maintain the road.

In this format, there is the possibility of charging tolls, an element normally associated with concessions and PPPs to remunerate operations and investments.

The discussion about this model has been treated as a milestone, as it involves the perspective of a state highway with toll charges within the proposed design for Via Mar.

The government has also indicated, in statements and interviews, that the logic of the project aims to create a route with a more modern standard to absorb part of the flow between industrial regions, coastal cities, and access to port areas, reducing time losses in congestion.

The bet is that the new alternative will help to improve the flow and circulation when the volume of vehicles increases, whether due to logistical demand or tourist pressure.

With the start planned for 2026, Via Mar joins other infrastructure discussions involving BR-101 and the need to expand capacity in the coastal corridor.

At the same time, the progress of the project depends on the next technical and administrative steps typical of works of this size, such as finalization of projects, permits, and contracts, points that determine when and how the subsequent lots can move forward.

If Via Mar progresses at the announced pace, will the new highway indeed be able to divide the traffic of BR-101 and change the routine of commutes between Joinville and Greater Florianópolis?

Vai começar …..mas não termina nunca.falan túnel submerso em balneário Camboriú etc e tal. Acho correto é direcionar todo recurso pra nova Br via mar, pra acelerar o máximo termino desta obra , senão vai ficar o padrão de SC……nu cá termina .
