Changes Studied by the Government May Alter Steps in the Licensing Process and Create Automatic Renewal for Good Drivers, Also Affecting the Psychological Examination and the Use of Automatic Cars.
The federal government is preparing a package of changes to the licensing process that includes the end of the psychological examination for the first driver’s license, automatic renewal of the license for the “good driver”, and the possibility of taking the practical exam in automatic vehicles.
Discussions are advancing after the National Traffic Council (Contran) approved a resolution that removes the requirement for driving school classes for those wishing to obtain a driver’s license.
Changes in the Driver’s License and Contran Resolution
The basis for the changes is the resolution approved by Contran, which broadly alters the rules for obtaining a National Driver’s License.

The regulation modernizes the driver training model, allows new forms of preparation for the theoretical and practical exams, and opens the door for instructors accredited directly by the state traffic departments (Detrans), without the requirement of enrollment in driving school.
According to the Ministry of Transport, the goal is to reduce costs and simplify access to the driver’s license, in a scenario where millions of Brazilians drive without a license or cannot afford the cost of the process.
The official estimate is that the total cost to get the license could drop by up to 80% with the new model, due to the flexibility of practical classes, the offer of a digital theoretical course, and the expansion of training alternatives.
The resolution will come into effect after publication in the Official Gazette and maintains the requirement of passing theoretical and practical exams, which remain mandatory for all candidates.
The focus will shift to the candidate’s performance in the exams, rather than the number of classes contracted, aligning Brazil with models adopted in other countries, according to the ministry.
Automatic Renewal and the Concept of “Good Driver”
In an interview with Jornal da CBN, the Minister of Transport, Renan Filho, indicated that the government wants to go beyond the Contran resolution and also simplify the renewal phase of the document.
The idea is to create a mechanism for facilitated, including automatic, renewal for drivers without record of infractions within a certain period.
“The driver who doesn’t accumulate points, who ensures a safe presence on the road for themselves, for other vehicles, and for pedestrians will have an easier time renewing, in some cases, even with automatic renewal of the license,” said the minister.
Today, the so-called “good driver” is the motorist who goes a year without committing traffic violations.
However, this concept is under review and may be altered in the text that the government is preparing.
The automatic renewal of the driver’s license should be directed toward this group of drivers, but it still depends on technical definition and political decision regarding time frames and criteria.
Renan Filho says he is ready to defend the changes in Congress and in any judicial questioning.
According to him, there is majority support for the proposal and an assessment that the current model of licensing has become expensive, bureaucratic, and difficult to comply with for part of the population.
Practical Exam with Automatic Car
Another change being studied is the explicit permission for candidates to take the practical driving exam in vehicles with automatic transmission, a measure that, according to the government, tends to make the process less complex and contribute to cost reduction.
During the interview, the minister emphasized that implementation will be gradual.
“Obviously, there will be a transition, because driving schools and independent instructors will also need to offer training services in automatic cars. Or the citizen will need to own an automatic car,” he explained.
In practice, the possibility of using an automatic car adds to the flexibility of practical classes provided by the Contran resolution, which reduces the minimum mandatory load and allows the use of a private vehicle with an accredited instructor.
The detailed regulation will still be established by Detrans, which will need to adapt procedures and fleets to incorporate the new format of the exam.
End of Psychological Exam Under Review
Alongside the changes already approved, the government is discussing alterations to other steps in the licensing process.
One of the proposals under review is to eliminate the requirement for a psychological exam for the first driver’s license, which is currently mandatory even for professional drivers.
Currently, this exam is conducted by a licensed psychologist before the issuance of the license, focusing on assessing the candidate’s profile.
Technicians participating in the debate point out that the rate of disqualification is about 0.01% of those evaluated, a percentage considered too low to justify maintaining the requirement in the general rules.
The possibility of ending the psychological exam has been raised for discussion in a meeting between the Minister of Transport and the Minister of the Civil House, Rui Costa.
However, any eventual change is not included in the Contran resolution and will depend on a specific measure, either a bill or a Provisional Measure, to be sent by the Executive.
Next Steps of the Package of Changes
The additional measures under study — such as the automatic renewal of the driver’s license and the end of the psychological exam for the first license — still do not have a final text released.
The definition will go through the Civil House and the government’s political coordination with the National Congress, which will be responsible for voting on the chosen legislative instrument.
The government is assessing whether to send a bill or opt for a Provisional Measure to accelerate the implementation of the changes.
The expectation is that President Luiz Inácio Lula da Silva will announce the package in a ceremony at the Planalto Palace, along with the presentation of the new licensing policy.
While the Planalto finalizes the text, sector entities are monitoring the process.
Representatives from driving schools have already expressed concern about the economic impacts of the new model and indicated that they may resort to the courts against part of the changes, especially those that reduce the mandatory role of Driver Training Centers.
In the midst of this debate, the central question becomes whether the changes will be able to simplify access to the driver’s license, reduce costs, and expand the regularization of drivers without compromising road safety, which should guide the government’s and Congress’s next moves.
