Paraná Benefit Expands Support for Families Caring for Vulnerable Seniors at Home, with a Monthly Grant Limited to Few Positions and Technical Selection Made by Social and Health Assistance.

Paraná has started paying a monthly grant to family members who care for elderly individuals at home and live in a low-income situation.

The benefit, called Family Caregiver Grant, is part of the Paraná Friend of the Elderly Program and has been implemented, for now, in a pilot project format, with a limited number of spots and technical selection made by municipal social and health assistance teams.

The first payments began in December 2025, according to the state government.

In the initial phase, the program was designed to operate in 20 municipalities, with 15 grants per city, totaling 300 benefits available for family caregivers.

Family Caregiver Grant in Paraná: What It Is and How Much It Pays

The Family Caregiver Grant is a monthly financial aid intended for the primary family caregiver of an elderly individual who has fragility or dependence and needs continuous long-term care within their own home.

The amount is equivalent to half the national minimum wage.

In 2025, the state government disclosed the reference of R$ 759 per month, following the floor of that year, and in 2026, the payment increased to R$ 810.50, based on the minimum wage of R$ 1,621 reported by the State.

Although it is paid to the caregiver, the program does not replace benefits such as retirement or Continuous Cash Benefit (BPC), which follow their own rules.

The proposal is to supplement income and recognize the daily work of caregiving, as well as to keep the elderly individual in a family environment whenever possible and safe.

Municipalities with the Benefit and Reasons for Limited Spots

The implementation began in 20 selected cities for the pilot.

Toledo, Francisco Beltrão, União da Vitória, Cianorte, Irati, Ivaiporã, Dois Vizinhos, Cascavel, São Mateus do Sul, Palmeira, Araucária, Ponta Grossa, Marialva, Londrina, Marechal Cândido Rondon, Prudentópolis, Guarapuava, Guaratuba, Colombo, and Pato Branco.

As each municipality received a fixed initial number of grants, competition tends to grow when more families seek the benefit than the available budget.

In these cases, the State provides prioritization criteria and the possibility of a waiting list, with a technical analysis done in the territory before approval.

Program Requirements: Income, CadÚnico, and Elderly Assessment

The Family Caregiver Grant was designed to support families in greater social vulnerability and elderly individuals with a proven need for permanent support.

To this end, the program requires registration and validation in public systems and includes the assessment of the elderly individual’s state of fragility elderly.

On the part of the family caregiver, the central rules include being 18 years old or older, living in the same household as the elderly individual, and having an updated CadÚnico.

The income limit is up to one minimum wage per person in the family, according to the registration.

Additionally, the program’s rules indicate that the caregiver should not have regular own income registered in CadÚnico, such as work remuneration or pension benefits, because the focus is to reach families in which caregiving already compromises the possibility of generating income.

In the case of the elderly individual, it is not enough to be over 60 years old or need help at some point.

The program requires clinical-functional fragility registered in the SIPI-PR, a state system linked to health, with an assessment made using instruments like the IVCF-20, used to measure clinical-functional vulnerability.

Another point is that the elderly individual cannot be institutionalized, as the policy design prioritizes remaining at home.

Technical Selection and Monitoring by Municipal Teams

Screening and monitoring are, primarily, the responsibility of municipal structures created or designated for caregiving policies.

The participating municipalities have teams responsible for locating families, verifying documents, conducting visits when necessary, and recording information.

When the demand exceeds the supply of grants, the selection follows prioritization rules set out in the program’s regulations.

Factors such as the older age of the elderly individual, the presence of multiple seniors under care in the same household, time dedicated to caregiving, and per capita income are considered, seeking to give preference to those in more vulnerable situations.

After the local indication, the process goes through validation and approval by the State, and payment is made into the account of the registered caregiver.

How to Apply at CRAS and What Documents Are Needed for Screening

The most common way to start the application is to seek the CRAS or the municipal social assistance network, especially to check if the CadÚnico is updated and if the family meets the income criteria.

Then, the family should follow the municipality’s guidelines to formalize the request, present personal documents and required proofs, in addition to facilitating the necessary assessments to prove the elderly individual’s fragility.

Granting is not automatic: it depends on technical analysis and the availability of spots in the municipality.

Why the Aid Changes the Routine of Home Care

The increase in the number of elderly individuals and the complexity of home care put pressure on public services, families, and the social protection network.

In this scenario, Paraná structured the Family Caregiver Grant to reduce the risk of isolation and institutionalization, while also recognizing that caregiving, in practice, often requires complete reorganization of the domestic routine.

By linking the benefit to monitoring and records in systems, the program also seeks to map demands and guide integrated actions between social assistance and health.

The logic is that financial aid does not function alone but is connected to a network of monitoring, guidance, and, when necessary, intervention to protect the elderly individual in a state of fragility.

With spots still concentrated in a few municipalities and technical criteria requiring assessment and validation, the trend is for increasing demand.
