Billion-Dollar Financing Approved by BNDES Targets Works on Strategic Highways in Paraná, with Duplications, Urban Bypasses, and Marginal Roads Foreseen in the Concession Contract, as Well as Job Estimates During Execution and Delivery Targets Over the Years.

The National Bank for Economic and Social Development (BNDES) approved financing of R$ 9.2 billion for duplication and improvement works on 662 kilometers of highways in the West and Southwest of Paraná, as part of the concession package for the Integrated Highways of Paraná.

The contract provides for interventions on segments with heavy traffic, mainly used by trucks serving agribusiness and industry, with plans to increase the capacity of the roads and reinforce road safety items.

Although the announcement is often associated with the state, the financial support approved by the development bank is intended for the concessionaire responsible for the granted section, EPR Iguaçu S.A., in Lot 6 of the program.

According to BNDES, the company is responsible for executing the works outlined in the contract over the next few years, in a combined investment estimated at R$ 12.7 billion until 2034.

Highways in Paraná in the BNDES Package: BR-163, BR-277, and State Roads

The project encompasses segments of federal highways BR-163 and BR-277 and state roads, including PR-158, PR-180, PR-182, PR-280, and PR-483.

These are corridors that connect areas of agribusiness production and logistics hubs to municipalities in the interior, as per the public documentation of the program.

The disclosed scope includes 462.4 kilometers of duplications and other engineering interventions, which go beyond resurfacing and widening of lanes.

The proposal for the lot, according to official materials, is to reorganize the traffic at high-flow points and address bottlenecks in urban segments, with changes in access and local circulation.

Among the planned works are urban bypasses, the implementation of marginal roads, additional lanes, and safety devices, such as escape areas in specific sections.

The project documents also register the forecast of bike lanes in certain segments of the contract, as part of the execution obligations.

Lane Duplication and Road Safety Works Foreseen in Lot 6

The duplication is the most visible intervention in the package as it directly alters traffic capacity on segments currently operating on a single lane.

In addition, road safety experts often associate risk reduction gains with a broader set of measures, which includes geometric adjustments, better access design, and separation of local traffic from long-distance flow through marginal roads.

In Lot 6, official materials point to 31.4 kilometers of additional lanes and 87.1 kilometers of marginal roads, in addition to other requalification and expansion items in points considered critical in the project planning.

It also includes the implementation of 13.7 kilometers of urban bypasses, a measure that, according to technical mobility analyses, is used to reduce conflicts between heavy traffic and local circulation in urbanized areas.

The presentation of the Investments Partnership Program (PPI) describes the lot as a corridor formed by the mentioned highways and connected to the border area, within the design of the Integrated Highways of Paraná.

The regional scope is one of the elements used to justify the set of works and the design of access and crossings along the contract.

Incentivized Debentures and Project Finance: How BNDES Structured the Support

BNDES reported that the support was structured in a project finance model and that most of the resources will be obtained through the issuance of incentivized debentures coordinated by the bank itself.

According to the institution, there are R$ 8.6 billion via debentures and R$ 605 million in financing through the Finem line, a combination that includes both market fundraising and direct bank credit.

In concessions of this type, execution is usually accompanied by contractual goals and deadlines, with rules defined by the granting authority and regulatory oversight.

In the assessment of infrastructure specialists, the financial structure and schedule tend to be determinants for the pace of delivery of duplications, marginals, and bypasses, as different fronts of work compete for resources and planning over several years.

Jobs and Schedule of Works on the Integrated Highways of Paraná

The projection disclosed by BNDES is for the generation of over 25 thousand direct and indirect jobs during the implementation phase of the project.

The estimate is associated with the volume of planned works, which include duplications, construction of bypasses, and implementation of marginals and additional lanes in different municipalities in the West and Southwest of Paraná.

In municipalities where the highway accounts for a significant portion of cargo transport and regional movement, the installation of worksites may raise the demand for local services and supplies during the construction period, according to economic analyses typically used in infrastructure projects.

Yet, the actual number of hires depends on the timeline and execution pace of each stage, according to the evolution of the contract.

When addressing Lot 6, the government of Paraná highlighted the expected volume of duplications and stated that the package concentrates works in relevant corridors of the state, focusing on segments that record high traffic.

The announcement also mentions the intention to combine duplicaciones with safety and access interventions, as per the obligations included in the concession contract.

Why BR-277 and BR-163 Attract the Attention of Logistics in the State

The BR-277 is one of the main integration routes in Paraná and has segments with heavy traffic, including long-distance circulation.

Meanwhile, BR-163 integrates corridors used for the flow of cargo and the connection between production areas and consumer centers, according to official project descriptions and recurring analyses from the logistics sector.

Therefore, the works planned for this lot are typically monitored by users, transport companies, and local authorities, especially in segments with high truck volumes.

The formal expectation recorded in the project is that the combination of duplications and safety interventions will reduce conflict points and improve road operations, with effects that will be observed as the construction fronts advance and urban devices, such as marginal roads and bypasses, come into operation.
