Tramo 2 of the West-East Integration Railway (FIOL) is a crucial infrastructure project for Bahia and for national logistics. This new railway will connect important mining and agricultural production hubs in the state. Currently under construction by the state-owned company Infra S.A., the section is preparing for a new phase, with its inclusion in a future auction.

Contrary to previous information, Tramo 2 is not awarded to BAMIN. This article focuses exclusively on this segment, detailing its progress, challenges, and the strategic role it will play in the Brazilian Railway Network.

What Is FIOL Tramo 2, the New Strategic Railway of Western Bahia?

FIOL Tramo 2 is a segment of the West-East Integration Railway with a length of 485 km. Its route connects the municipality of Caetité, in southern Bahia, to Barreiras, in the western part of the state. The primary purpose of this new railway is to connect mining regions to grain-producing areas in Western Bahia, allowing for the flow of production through FIOL Tramo 1 to the future Porto Sul, in Ilhéus.

Advancements and Challenges of the New Railway Under Public Management

The works for Tramo 2 of FIOL began in January 2011 and are under the management of the state company Infra S.A. (formerly Valec). According to recent information from the New Growth Acceleration Program (Novo PAC), the section has approximately 66% of its works completed.

A significant advancement occurred in December 2024, when a judicial agreement of R$ 105 million with quilombola communities in Bom Jesus da Lapa allowed for the release of 17 km of blocked works. However, the project still requires “complementary studies requested by IBAMA” and has a “Project Revision under analysis by SUPRO,” indicating that environmental licensing and technical studies remain active.

The Future on Tracks, FIOL Tramo 2 in the Auction of the Strategic FICO/FIOL Corridor

It is essential to clarify that, unlike Tramo 1 (awarded to BAMIN), Tramo 2 of FIOL is not currently awarded to any private company. The federal government’s plan is to include this segment in the future auction of the FICO/FIOL corridor, which will also cover Tramo 3 of FIOL and sections of the West-Central Integration Railway (FICO).

Public hearings for this auction were held between February and March 2025, and the forecast is that the auction will take place in the second half of 2025. The government’s strategy is to complete a significant portion of the works of Tramo 2 with public resources and then transfer it to the winner of the new concession, making the package more attractive to investors.

Investment and Schedule of the New Railway Tramo 2

Initial information about an investment of R$ 6 billion specifically for Tramo 2 is not directly confirmed by the base text. This amount was previously associated with FIOL Tramo 3 or a combined plan of Tramos 1 and 2. The FICO/FIOL corridor as a whole has an estimated investment of R$ 14 billion.

As for the schedule, the works of Tramo 2, conducted by Infra S.A., have a completion forecast for approximately 2026. After the auction of the FICO/FIOL corridor and the start of the new concession (scheduled for 2027), the integrated operation of the corridor, including FIOL Tramo 2, is expected for 2030. Therefore, an operation in 2028, as suggested in preliminary information for Tramo 2 alone, seems optimistic in the context of the broader project.

The Importance of FIOL Tramo 2 for National Logistic Integration and the New PAC

Tramo 2 of FIOL plays a vital role in the vision of an East-West logistic corridor. It will serve as a link between Tramo 1 (Caetité-Ilhéus), focused on iron ore and access to Porto Sul, and the future Tramo 3, which will connect FIOL to the North-South Railway and FICO.

This new railway is a priority project within the New PAC, signaling federal support for its continuation and completion. The strategy of advancing its construction with public resources aims not only to accelerate the project but also to make it a more attractive and lower-risk asset for the future private concession of the FICO/FIOL corridor, essential for Brazil’s transportation infrastructure.

Boa noite será de supra importância ao escoamento de insumos agrícola e produtos produzidos nas localidades atendidas a ferrovia sempre foi um transporte com ampla capacidade de cargas um abraço aos seus idealizadores e aos colaboradores

Seria bom, que essas novas ferrovias fossem construídas, com curvas menos acentuadas, com sistemas duplicados de linhas, com bitolas largas, para garantir trens mais rápidos, evitando com isso, demora nas viagens, devido às disputas entre os trens de cargas e passageiros. Ou mesmo, para evitar as disputas entre os trens de cargas, em seus trajetos de ida e volta. Os túneis, viadutos e as altas e compridas pontes, também, fossem duplicados, com túneis e viadutos adaptados para a passagem de trens com vagões de cargas, com duplos containers ou com vagões de passageiros com andar, para não existir escassez de passagens, por alta demanda.
