Understand The Evolution Of Legislation, The Technical Details, And The Real Costs Of The WAYY Mobility Scooter That Became An Icon Of Urban Mobility In Brazil.
With rising fuel prices, the M8 electric motorcycle from the Brazilian company WAYY Mobility became popular as a stylish and economical alternative for city travel. With the promise of operating at a cost of just cents and an eye-catching design, it attracted an audience looking to escape traffic and gas stations. However, its rise occurred amid great confusion about the rules for riding it.
The idea that this type of vehicle did not require a driver’s license or registration, although already a myth, came to a definitive end with a new law in 2023. Understand what changed in the legislation and what you really need to know before buying one in 2025.
The Emergence Of WAYY Mobility And The Launch Of The M8
WAYY Mobility emerged in the Brazilian landscape as a company focused on providing electric transportation solutions, capitalizing on the growing demand for more economical and sustainable vehicles. In this context, the M8 electric motorcycle was launched as one of its main products.

The appeal was immediate. The M8 was designed with a look that breaks away from traditional scooters, featuring a higher handlebar in the “dry armpit” style, reminiscent of a small custom motorcycle. The proposal was clear: to be a vehicle for short urban trips, such as going to work, to college, or nearby places, offering agility, low cost, and zero emissions.
The End Of The “No License Plate And No Driver’s License” Era

The history of legislation for electric mopeds in Brazil is key to understanding the controversy.
Up To 2015: there was a large “gray area” in the law. Many low-power electric vehicles were sold without a clear requirement for registration or licensing, which created the reputation that they did not need documents.
The Turning Point Of 2015: Law No. 13,154, enacted in July 2015, was a landmark. It amended the Brazilian Traffic Code and made registration and licensing of all vehicles of 50cc (or equivalent power, in the case of electric vehicles) mandatory with the Department of Motor Vehicles (Detrans). From then on, the need for license plates became a national rule.
The Final Rule of 2023: the confusion about licensing was definitively resolved with CONTRAN Resolution No. 996, dated June 22, 2023. This regulation definitively classified vehicles like the M8 electric motorcycle (with a 2,000-watt motor) as “mopeds.” It established that, to ride it, the operator must have the Authorization to Drive Mopeds (ACC) or a Driver’s License in Category A.
Anatomy Of The M8 Electric Motorcycle
The M8 is a robust scooter for its category. Its 2,000-watt electric motor, located in the rear wheel, provides immediate torque that ensures quick starts. The maximum speed, according to WAYY, is 55 km/h, but practical tests show it can exceed 65 km/h.
Its 60-volt removable lithium battery allows the owner to take it home or to work for charging. A full charge takes about 6 hours on a regular outlet and provides an average range of 55 km. The model comes well-equipped from the factory, featuring Full LED lighting, disc brakes on both wheels with a combined system (CBS), alarm, and Smart Key.
The Real Cost Of Owning An M8 In 2025
The acquisition price of the M8 electric motorcycle was announced at the time of its presentation at around R$ 14,900. However, the major attraction is its operating cost. According to WAYY, the cost to operate is about R$ 0.02 per kilometer. This means that a full recharge, for a range of 55 km, costs an average of R$ 1.50, an incomparable savings compared to gasoline.
Maintenance is also simpler. There is no oil or engine filter changes. Care focuses on wear items like brake pads and tires. The manufacturer estimates a cost of R$ 400 for periodic maintenance after the warranty period. The most expensive item in the long run is the battery, which has a lifespan of about 1,500 charge cycles and an estimated replacement cost of R$ 4,000.
