Have you ever imagined the impact of a giant airport capable of generating 58 thousand jobs being stuck for almost two decades? A grand project that promised to transform the economy of Baixada Santista remains stalled, growing further from completion each day.
With an estimated value of R$ 1.5 billion, the Andaraguá Airport and Business Complex, in Praia Grande, faces bureaucratic issues and suspended environmental licenses. But what really happened? And what are the chances of this project getting off the ground?
The Blockage of the Project and the Suspension of the Environmental License
According to information from the Diário do Litoral newspaper, in 2014, Cetesb (Environmental Company of the State of São Paulo) granted a preliminary environmental license for the development of the project, which included the construction of a runway larger than that of Santos Dumont Airport, as well as 847 thousand square meters allocated for industrial warehouses, inspired by Export Processing Zones (EPZs).

The area, located at the border of Praia Grande and São Vicente, covers 12 million square meters. Curiously, only 19% of this vast expanse would be used for the airport and industries. The majority, around 81%, would be transformed into a Private Natural Heritage Reserve (RPPN), ensuring permanent preservation and environmental education.
Judicial Decisions and the Inertia of the Enterprise
According to a decision from the Court of Justice, in October 2021, the agency issued a favorable ruling for the enterprise, seemingly removing obstacles to the project. However, even after this decision, licensing remains stalled.
So why does such a significant investment remain halted, even with judicial approval? Entrepreneur André Ursini, from Icipar Empreendimentos, responsible for the area, questions this inertia and believes that a direct intervention from the governor could unlock the situation.
According to Ursini, he has already met with Governor Tarcísio de Freitas. “I think he could help us, bringing all stakeholders together to find a solution.” He adds that the concern goes beyond economic loss: the risk of invasion of the area and land wastage are real and alarming.
Cetesb and the Changes in Discourse
A curious point in this long saga is Cetesb’s constant change in positioning. Initially, the environmental agency justified the suspension of the license due to the TJ-SP decision.
However, in recent statements, Cetesb has claimed that the cancellation of the license was due to “repeated non-compliance with technical requirements imposed.” This change in narrative is puzzling. According to Ursini, Icipar has never been formally informed about this alleged non-compliance with technical requirements.
According to Diário do Litoral, Cetesb itself filed a motion for clarification, bringing the case to TJ-SP and obtaining a favorable ruling in October 2021 that removed ambiguities and contradictions in the previous ruling. However, even with this judicial victory, the project remains stalled.
Economic Impact of the Paralysis
If the airport were operational, direct and indirect job creation could reach 58 thousand job positions, according to estimates from Icipar itself.
Furthermore, the enterprise would have the power to transform the socio-economic profile of Baixada Santista, elevating the region to a new level of development. The construction of industrial warehouses in the area would promote a flow of investments, attracting new companies and creating a robust production chain.
Entrepreneur André Ursini laments the constant bureaucratic hurdles and highlights that the first phase of the project was already ready to start, with 247 thousand square meters of warehouses planned. “In two years, we would have completed this phase and started the second phase with the construction of the airport and an additional 200 thousand square meters of warehouses,” said Ursini.
What to Expect from the Future of the Andaraguá Project?
The uncertainty regarding the future of the Andaraguá Airport and Business Complex continues to be a headache for investors and residents of the region. While Cetesb and the Court of Justice continue to exchange justifications, time runs against the enterprise, which remains surrounded by uncertainties.
Despite the challenges, some believe that political support may be the key to unlocking the project. According to Ursini, Governor Tarcísio de Freitas has been consulted, and there is hope that he will take measures to mediate the situation.
While the environmental permits remain suspended, and the judicial embargoes do not provide concrete relief, the lingering question is: what else needs to happen for this billion-dollar investment to finally be released?
