Unexpected Discovery in the Interior of Ceará Mobilizes Researchers and Reignites Debate on Mineral Exploration on Private Property, After Farmer Drills Well in Search of Water and Finds Substance with Characteristics Similar to Oil, Whose Ownership Legally Belongs to the Federal Government.

The attempt to obtain water for consumption in the interior of Tabuleiro do Norte, Ceará, led farmer Sidrônio Moreira to accidentally find a dark, viscous, and flammable liquid, which researchers began to treat as material with characteristics compatible with oil, still in the confirmation phase.

The drilling began in 2024, in a handmade well on the family’s property, when the excavation reached a depth considered shallow for this type of occurrence, but sufficient to bring to the surface the substance with a smell and appearance similar to oil.

Without available water, the farmer decided to isolate the first point and tried again, opening another drilling about 50 meters away, only to observe the same pattern: the black liquid continued to predominate, while the need for domestic supply remained unsolved.

“I called my wife, we took a loan from our money, from our retirement, and I drilled this well,” Sidrônio reported, describing that the goal was to overcome the lack of water, but instead “what came out was this material”.

The story reached the local campus of the Federal Institute of Ceará after the family sent a sample for analysis, and the initial physicochemical results led researchers to suspect a mixture of hydrocarbons with properties considered very close to those of oil extracted on land.

According to IFCE, the comparison cited by researchers involves characteristics observed in oil associated with the onshore region of the Potiguar Basin, which reinforced technical caution and the need for additional steps before any definitive classification.

Chemical engineer Adriano Lima, from IFCE in Tabuleiro do Norte, stated that the team received the report with initial skepticism precisely because, in general, occurrences of this type tend to involve geological contexts and depths different from those recorded in the handmade well.

Despite the suspicions raised by the tests, the institute has described the episode as an ongoing investigation, not announcing a formal discovery while it seeks to consolidate reports and gather technical elements capable of supporting any conclusion about origin and composition.

Even within a private property, mineral and underground resources are legally separated from land ownership, and the Constitution establishes that these assets belong to the Federal Government, which prevents direct exploration by individuals without authorization.

In the case of oil, the legislation that organizes the sector foresees the monopoly of the Federal Government over activities such as research and extraction, with execution possible through specific regimes, which, in practice, means that the farmer cannot begin extraction on his own.

This was the point presented by researchers to the family: the existence of the material on the land does not automatically transfer any rights to exploration or remuneration, and the handling of the case must follow official procedures and oversight.

IFCE’s guidance was to prompt the relevant agencies, especially the National Agency of Petroleum, Natural Gas and Biofuels, to assess the location, collect samples, and determine if there are any indications that justify broader investigations.

According to the institute’s engineer, cartographic data analyzed by the team indicated that the point where the wells were opened is not within the offered exploration blocks, which requires a technical manifestation from the public authority before any advancement.

Thus, the next step depends on institutional evaluation and regulatory criteria, as only field and laboratory verification can indicate whether the occurrence is isolated, results from external contamination or is linked to a larger geological system.

Besides the legal aspect, IFCE has insisted that the episode should not be interpreted as an invitation for improvised drilling, as interventions without proper equipment can compromise aquifers, groundwater, and water quality in already pressured areas.

Lima also warned that, without technical guidance, an action of this type can turn an attempt to solve a household problem into a collective harm and, depending on the impact, constitute an environmental violation, which expands the consequences beyond the property.

Meanwhile, the substance remains under analysis and the attention of researchers, but the family keeps its initial focus of investment: obtaining water for basic needs, in a region marked by scarcity and by adaptation routines to the semi-arid.

Amid the repercussions, Sidrônio stated that he would like authorities to visit the site to assess the situation and provide guidance because, for him, “anything that comes out of there would be helpful,” as the priority remains linked to daily access to water.
