A well drilled by a farmer in the interior of Ceará ended up revealing something unexpected: a viscous substance similar to oil found about 30 meters deep.
The finding in the well caught the attention of researchers and the National Agency of Petroleum, Natural Gas and Biofuels (ANP), which visited the site on March 12 as reported by g1, and opened an administrative process to evaluate the material and verify if there are indeed hydrocarbons on site.
The Drilling of the Well That Led to the Unexpected Discovery

The story began when farmer Sidrônio Moreira decided to drill a well on his farm located in Tabuleiro do Norte, in Ceará.

The initial goal was simple: to ensure access to water and reduce reliance on water trucks during dry periods.
During the drilling, however, something caught attention.
Upon reaching about 30 meters deep, the team found a dark and viscous liquid.
The substance resembled oil, something completely unexpected for someone just looking for water.
The surprise was even greater when a second drilling attempt, about 50 meters away, again found the same material.
What Preliminary Studies Say About the Substance

The discovery of the well quickly reached the academic community.
Researchers linked to the Low Carbon Economy Research Center of the Federal Rural University of the Semi-Arid analyzed samples of the liquid.
According to initial studies, the material would be a mixture of hydrocarbons with characteristics similar to the oil found in the region.
Still, experts emphasize that more detailed analyses are needed to confirm the exact composition.
The Federal University of Ceará also received samples for more in-depth scientific investigation.
Only after complete laboratory tests will it be possible to confirm whether the material truly has energy potential.
Why ANP Intervened in the Well Case
Even though it is a discovery within private property, the well immediately entered the sphere of interest of the federal government.
In Brazil, the mineral resources found underground do not belong to the landowner.
According to Articles 20 and 176 of the Federal Constitution, all underground resources are owned by the Union.
This means that any exploration of oil or natural gas requires government authorization.
The ANP, responsible for regulating the sector, opened an administrative process after being informed about the case.
The agency intends to send a technical team to the site to collect samples and assess the situation.
What Brazilian Law Allows in These Cases
The existence of a well with a possible presence of oil does not mean that the landowner can exploit it.
Oil exploration in Brazil occurs through public bids organized by ANP, under concession or production-sharing regimes.
Interested companies participate in these rounds to obtain authorization to explore specific areas.
However, the legislation also provides for compensation for the property owner.
Even though they do not own the resource, the landowner can receive a share of the results of the exploration, should the activity take place.
This participation is established in the Constitution and Brazilian mineral legislation.
What May Happen to the Well in the Coming Months
As the analyses continue, the well remains unexploited.
The farmer himself stated that he has not conducted any new interventions since the case began to be monitored by authorities.
ANP reported that it intends to send technicians for a direct assessment of the site.
These specialists will verify the material found and analyze the geological conditions of the area.
Only after this investigation will it be possible to determine whether the substance truly has economic value.
Until then, the case remains in a phase of scientific and regulatory study.
