The inclusion of one of the available blocks in the Potiguar Basin is generating controversy and provoking criticism from specialists. The block in question is very close to three conservation units and high environmental sensitivity areas: the Marine National Park of Fernando de Noronha, the Area of Environmental Protection in its Surroundings, and the Biological Reserve of Atol das Rocas, between the coasts of Rio Grande do Norte and Ceará.
The possibility of auctioning for oil and gas exploration in this region has already provoked reactions from various authorities throughout the year and even had a technical report conducted by the Chico Mendes Institute for Biodiversity Conservation (ICMBio), which did not recommend the inclusion of the block.

Residents Of Fernando De Noronha Fear Impacts Of Oil And Gas Exploration Near The Island Scheduled For Auction
The auction conducted by the ANP is criticized by environmentalists and also worries the island’s residents. A civil lawsuit is attempting to block the bidding. A technical note from the Chico Mendes Institute (ICMBio), available on the page of the 17th ANP round, stated that the inclusion of this area is “reckless” due to its proximity to Fernando Noronha and Atol das Rocas, both natural nurseries.
The district councilor, Ailton Júnior, emphasized that Fernando de Noronha relies on ecological tourism, and any spill would also impact the local economy. “In August, oil waste and garbage arrived in Noronha, causing a significant impact. If an oil spill occurs, it will destroy the island’s heritage,” said Ailton Júnior.
Federal Court Denies Request To Suspend Oil And Gas Auction
In his decision, the magistrate stated that the Federal Supreme Court (STF) had already ruled on a similar issue and that the request for urgent relief to suspend the oil and gas auction does not merit consideration due to the lack of evidence. “All the possible risks indicated in the initial petition depend on evidence, which will only be taken during the course of this case. Therefore, such allegations are not, at this procedural moment, proven and remain mere conjectures,” he justified.
The possibility of auctioning for oil and gas exploration in this region provoked reactions from authorities and specialists in Pernambuco. Proposed by several entities representing the environment, the civil lawsuit was filed in the Federal Court in the Federal District on September 24.
The lawsuit was sent on October 1 to the Federal Court in Pernambuco and has the Union and the National Agency of Petroleum, Natural Gas and Biofuels (ANP) as defendants. In the action, the authors claim that the bidding brings negative impacts to marine life. They also state that, to enable the offering of the areas, the technical report from the Chico Mendes Institute for Biodiversity (ICMBio) was disregarded, as well as the opinion from the General Coordination of Environmental Licensing of Marine and Coastal Enterprises from the Brazilian Institute of Environment (Ibama).
