The National Electric Energy Agency (Aneel) started the new energy auction A-5, aimed at contracting projects from different generation sources. The auction, which was also conducted by CCEE (Electric Energy Trading Chamber), resulted in 40 generation projects that will add 860 MW to the National Interconnected System and will require investments of R$ 3 billion. Start of Operation of Energy Projects

In total, the projects, which must begin supplying energy to the country as of 2026, will require R$ 3 billion in investments. According to Aneel, the auction will provide a savings of R$ 1.3 billion for consumers.

In this auction, the Energy Research Company (EPE) registered 1,694 energy projects, totaling an offer of 93,859 megawatts (MW), with supply starting in 2026. The deadlines vary according to the source. The contracts for quantity will be for 25 years for hydropower projects and 15 years for wind and solar energy projects. The contracting under the availability modality will apply to thermoelectric plants, with a supply duration of 20 years.

The Projects Auctioned by Aneel

This is the third new energy auction this year. In the previous auctions, held in June and July, demand was very low due to the overcontracting of distributors and the current scenario, similar to what is expected for this A-5 auction.

According to the Poder360 portal, the results by energy source category are:

Hydraulic: The hydroelectric plant, already granted and contracted, will operate in Santa Catarina. The energy was contracted at R$ 174.27. There was no discount.
Wind: 11 wind farms were contracted, located in Pernambuco, Bahia, and Rio Grande do Norte. The contracted projects had an average price of R$ 160.36/MW. The discount was 16.04%.
Solar: The auction resulted in 20 contracted plants, which will be installed in Ceará, Piauí, and São Paulo. The discount was 12.6%.
Thermal: All 7 contracted plants will be powered by biomass. They will be located in the states of Alagoas, Mato Grosso, São Paulo, and Minas Gerais.
Urban Solid Waste: An unprecedented source in Aneel’s auctions, was auctioned at R$ 549.35/MW, with a discount of 14.03%. There was only one offer, from a plant that will be located in São Paulo.

In July, the National Electric Energy Agency (Aneel) held the A-3/2021 and A-4/2021 New Energy Auctions, the first of this model since the beginning of the pandemic. In total, 51 renewable energy projects were contracted for R$ 4 billion. The leader in this sector, Ceará, was left out of the 984.7 MW of contracted power in the auctions. Despite the lack of projects, some experts say that the state remains in a position of great prominence.

According to Adão Linhares, Executive Secretary of Energy at the Secretariat of Infrastructure of Ceará (Seinfra), there was already a portfolio with over 50 GW of energy ready for auction. Due to the low capacity for contracting by distributors, the projects that only predicted the extension of existing plants were the winners.

According to Linhares, due to the proximity of existing connections, it is cheaper than creating a new project. Thus, those who utilized pre-existing projects and with closer expansions were the ones who won. For this reason, the absence of renewable energy projects for Ceará demonstrates that the proposals submitted were for new plants with a higher energy generation capacity.
