There Will Be 11 Oil Blocks in the Pre-Salt That Will Participate in the ANP’s Permanent Offering Auction. The Areas Are Located in the Santos and Campos Basins, Important Regions for Oil and Gas Exploration in Brazil.
This Friday, (12/16), the National Agency of Oil, Natural Gas and Biofuels (ANP) will conduct the auction for the 2022 Permanent Offering of Production Sharing. A total of 11 pre-salt oil blocks will be offered to the national and international market, with four in the Campos Basin and seven in the Santos Basin. The agency expects to raise R$ 1.28 billion, which will be converted into future investments for the oil and natural gas market in Brazil.

- Block Itaimbezinho – sector SC-AP4 of the Campos Basin
- Block Turmalina – sector SC-AP1 of the Campos Basin
- Block Ágata – sector SS-AUP1 of the Santos Basin
- Block Bumerangue – sector SS-AUP5 of the Santos Basin
- Block Cruzeiro do Sul – sector SS-AUP2 of the Santos Basin
- Block Esmeralda – sector SS-AUP3 of the Santos Basin
- Block Jade – sector SS-AUP1 of the Santos Basin
- Block Sudoeste de Sagitário – sector SS-AP2 of the Santos Basin
- Block Tupinambá – sector SS-AUP5 of the Santos Basin
While some of these pre-salt oil blocks are being offered for the first time, others are participating again in the ANP auction, seeking a company for the future management of fuel exploration in the area.
The most sought-after blocks in this auction are Água Marinha and Norte de Brava, with a 30% share among the nine participating companies in the auction.
The Permanent Offering Auction Is the First to Be Held with Pre-Salt Blocks under This Model
This is the first auction of pre-salt blocks under the production sharing regime in the permanent offering model. In this model, the areas are only offered after companies demonstrate interest in making the acquisition.
The production sharing regime governs the sale of pre-salt oil blocks in Brazil. Thus, companies that win the bid for the locations relinquish part of the future production to the government and pay a sum (bonus) at the beginning of the contract.
On the other hand, other blocks are offered under the concession regime, in which companies pay an additional amount in the contract but are not required to deliver part of the production to the State.
In the Permanent Offering Auction, the pre-salt blocks will be acquired by companies that offer the highest volume of the so-called excess oil to the Union, thus guaranteeing more benefits for the State.
This is currently the most profitable modality for the Brazilian oil and gas market, as the format maintains a continuous offering of exploratory blocks and areas with marginal accumulations.
Therefore, the ANP aims to take advantage of the scenario to achieve the mark of R$ 1.28 billion in revenue.
