Aneel Points Out That Subsidies and Unchecked Growth of Solar Generation Pressure Tariffs and Threaten the Energy Security of the Country

On October 15, 2025, the Director-General of Aneel (National Electric Energy Agency), Sandoval Feitosa, warned that there is no forecast for a reduction in electric energy tariffs. He emphasized that the subsidies granted to the sector need to be urgently reassessed to avoid economic imbalance and risk of system collapse.
The statement was made during a session of the joint committee that analyzes the Provisional Measure 1.304/2025. This measure deals with adjustments in the rules of the electricity sector, in the allocation of costs, in the review of subsidies, and in promoting competitiveness in energy auctions.

Subsidies Increase Costs and Distort Tariffs

According to Feitosa, the subsidies applied to the power grid include exemptions for consumers with solar panels and incentives for the implementation of renewable sources in specific regions.
These benefits are granted through the Energy Development Account (CDE), which aims to promote the use of clean energy.
However, the costs of these incentives end up being transferred to other consumers, which pressures tariffs and creates distortions in the market.
Thus, the final price of the electricity bill keeps rising, burdening families and businesses across the country.

Increase in Solar Generation Concerns the Sector

The director stressed that the electric sector is heading toward a critical situation if there is no adequate planning and review of current policies.
According to him, the country registered a 36% increase in solar energy production and DG (Distributed Generation).
This growth amounts to 23 gigawatts (GW) and, although positive, will reduce the share of firm sources — those that ensure continuous supplyfrom 60% to 53% by 2029.
“Firm sources, which provide security for the system’s operation, are decreasing from 60% to 53% on the horizon”, stated Feitosa.

Decline of Firm Sources Threatens Stability

This reduction mainly involves hydroelectric plants with reservoirs, thermoelectric plants, and nuclear plants, which are essential for the system’s balance.
These sources produce energy consistently and ensure stability during peak demand periods.
On the other hand, intermittent sources, such as solar and wind, depend on climatic factors, such as sun and wind, that vary over time.
With the decline in firm generation, the risk of blackouts and the activation of emergency plants, which are more expensive and polluting, increases considerably.

In summary, Aneel emphasizes that the advancement of renewable energy must come with technical planning and a review of subsidies.
Otherwise, the cost of electricity will continue to rise and the Brazilian electric system may face increasing instability.
