The Rebirth of the Pre-Salt: Petrobras Promises Installation of 11 New Platforms by 2027.
Fifteen years ago, Brazil embarked on a challenging journey, exploring the pre-salt and breaking new ground in the oil sector. Petrobras has already brought two new platforms into production since December 2022, and the third is set to begin operations later this year. These are just the first steps of an ambitious plan that aims to install 11 new platforms by 2027.
Petrobras is sparing no effort when it comes to investing in the pre-salt. Of the total US$ 64 billion budgeted for exploration and production investments from 2023 to 2027, 67% will be directed to the pre-salt. These impressive figures highlight the company’s commitment to fully exploring the potential of this region.

With ongoing projects and already operational units, Petrobras projects a total oil equivalent production of 3.1 million barrels per day (boepd) by 2027. Of this amount, 2.4 million boepd will come from the pre-salt, representing an astonishing 78% of the total production. And, considering operated production, including partners, the pre-salt is expected to reach a mark of 3.6 million boepd in 2027.
The Partnership Between Giants: Búzios Field (the Largest Field in Ultra-Deep Waters in the World) and Mero The Third Largest in Brazil
The Búzios field stands out as the largest field in ultra-deep waters in the world. In just five years of operation, it reached a cumulative production of 1 billion boepd. By comparison, the Marlim field in the Campos Basin took 11 years to reach that mark, and the Tupi field in the pre-salt took nine years. Currently, Búzios operates with five FPSO-type platforms, and the future looks even more promising. Of the eleven new platforms planned for the pre-salt by 2027, six will be allocated to Búzios, solidifying its role as one of Petrobras’s main growth engines.
Located in the Libra block in the Santos Basin, Mero is the third largest oil field in Brazil, behind only Tupi and Búzios, both in the Santos Basin’s pre-salt. The field currently houses the FPSO Pioneiro de Libra, with a capacity to produce up to 50,000 barrels of oil per day (bpd), in addition to the FPSO Guanabara, which has already reached its production peak. Petrobras plans to install the second definitive platform in the Mero field, the FPSO Sepetiba, still in the second half of 2023, and two more units by 2025. This expansion positions Mero as one of the company’s key assets.
Petrobras is Committed to Revitalizing Mature Assets in the Campos Basin.
While the Santos Basin gains prominence, the Campos Basin also maintains a steady pace of expansion. It was in the Jubarte field, in this basin, that pre-salt production began 15 years ago. In 2025, the FPSO Maria Quitéria will arrive at Jubarte, with a capacity to produce up to 100,000 bpd, marking another significant step in this region.
In addition to investing in the pre-salt, Petrobras is committed to revitalizing mature assets in the Campos Basin. The Albacora field, which completed 35 years of operation last year, will benefit from the Albacora Revitalization project, which includes installing a new FPSO in 2027, with a capacity to produce up to 120,000 bpd. This project demonstrates Petrobras’s commitment to optimizing production in both post-salt and pre-salt.
Joelson Mendes, Director of Exploration and Production at Petrobras, highlights the significance of the 15 years of pre-salt production as proof of Brazil’s success in this endeavor. He emphasizes the crucial role of the company’s technical team in overcoming complex challenges and creating unprecedented technologies to facilitate production in the pre-salt. The partnership with companies recognized for their technical excellence, such as Shell, TotalEnergies, Petrogal, Repsol Sinopec, CNOOC, CNODC, Petronas, QatarEnergy, and PPSA, has been essential for this success.
