With Updated Design and National Validity, New Credential Dispenses Renewal and Can Be Issued Online or In-Person at City Hall Stations
The City of Rio de Janeiro announced the replacement of parking cards for the elderly, which guarantee the use of exclusive spots on public roads and in public offices. The measure, published in the Official Gazette of the Municipality, establishes the adoption of a new national credential for the elderly, with validity throughout Brazilian territory.
The old documents, still in use, will remain valid until the expiration date printed, avoiding the need for immediate replacement. The new model, in addition to featuring an updated and more modern design, does not have an expiration date, being considered lifetime as long as the holder meets the required age range.
How the New Parking Credential for the Elderly Works
The new document, officially called Parking Credential for the Elderly, can be used by citizens aged 60 or older, both as a driver and as a passenger. It must be displayed on the vehicle’s dashboard, with the front facing up, according to the instructions on the back of the credential.

With this credential, the beneficiary is exempt from payment in spots marked with the symbol or caption “elderly”, in public roads — whether they are under concession or not — and also in courtyards of municipal public offices.
However, it is important to emphasize that the document does not grant exemption in private or paid rotating parking, such as shopping malls, supermarkets, or regulated street parking by the rotating system. The credential serves an identification purpose and is not linked to a specific vehicle, but rather to the elderly person.
Document Follows Contran Regulations and Will Have Simplified Issuance
This information was disclosed by O Globo, based on the new resolution that follows guidelines from the National Traffic Council (Contran). According to the agency, the issuance of the new card must be done by the traffic department of the municipality where the beneficiary resides, ensuring national standardization and unified validity.
The Municipal Transport Secretariat (SMTR) is responsible for the creation and distribution of the new credential in Rio de Janeiro. The measure is part of a national policy on mobility and urban accessibility, aimed at standardizing the recognition of the rights of elderly people across the country.

In addition to the renewed design, the new model adopts an easy-to-read layout, with highlighted information and QR Code for authenticity verification, strengthening the fight against fraud and counterfeiting — problems that have become common in recent years.
How to Request the New Parking Card for the Elderly in Rio
The elderly can request the new credential in two ways:
- Online, through the portal carioca.rio; or
- In-Person, at the Municipal Transport Secretariat (SMTR) offices.
The available addresses are:
- Estácio: Rua Dom Marcos Barbosa, nº 2, Loja 1;
- Centro: Rua do Riachuelo, nº 257 – ground floor;
- Engenho Novo: Rua Vinte e Quatro de Maio, nº 931 – back (XIII R.A.);
- Ilha do Governador: Rua Orçadas, nº 435 – access via Rua Escritora Eneida de Moraes, next to Ilha Plaza;
- Irajá: Av. Monsenhor Félix, nº 512 (XIV R.A.);
- Praça Seca: Praça Barão da Taquara, nº 9 (XVI R.A.);
- Bangu: Rua Fonseca, nº 240 – 2nd floor, Shopping Bangu (Poupa Tempo).
To request it, it is necessary to present a photo ID, CPF, and a current proof of residence.
In the event of loss, theft, or damage, the beneficiary can request a duplicate upon verification.
Transition Will Be Gradual and Old Cards Remain Valid
The City of Rio emphasizes that current cards remain valid until the end of their respective expiration dates, which avoids rush and congestion at service stations. The replacement will be done gradually, as each user requests the new model.
With this initiative, the municipality anticipates the complete adoption of the national system, providing more legal security and practicality for the elderly population. The measure also aims to standardize procedures and ensure the right to free parking in a more organized manner across Brazil.
