Assembly-Approved Stoppage Involves Late Salaries, Benefits with Approaching Deadlines, and Financial Impasse Between Guaicurus Consortium and Public Power
A new crisis in public transportation in Campo Grande has intensified in recent days and may result in a strike with no set end date starting on Monday, December 15. The decision was made after a general assembly of Guaicurus Consortium drivers, held in the early hours of Thursday, December 11, and approved by 100% of the workers present.
Since then, the risk of the capital being without buses has concerned users and authorities. This is because the drivers conditioned the continuation of service on the full payment of three labor-related dues. If the amounts are not settled by Sunday, December 14, the stoppage will commence immediately.
Late Salaries and Benefits with Approaching Deadlines Raise Tension
Firstly, the workers are demanding the salary for the 5th business day of December, which should have been deposited on December 5 and is still overdue. Additionally, the second installment of the 13th salary, due on December 20, has also been added to the agenda. Lastly, the wage advance, which is due on the same date, is also being requested.

Thus, the assembly decided that the three payments must be made together. According to the Union of Urban Public Transportation Workers of Campo Grande (STTCU-CG), the proximity of the payment deadlines reinforced the decision to strike, avoiding new deliberations in a short timeframe.
Union Takes a Firm Stance and Rules Out Partial Negotiation
According to Demétrio Freitas, president of STTCU-CG, there is no room for partial negotiation. As reported, the decision was made after visits to the garages of Viação Cidade Morena and Viação Campo Grande. If the payments are made by the stipulated deadline, the drivers will continue to work normally. Otherwise, the strike will remain until full payment is made.
Furthermore, the union indicated that there are signs the consortium is having difficulties fulfilling the 13th salary, which has increased the dissatisfaction within the category and accelerated the decision for the stoppage.
Guaicurus Consortium Points to Financial Crisis and Lack of Transfers
On the other hand, the Guaicurus Consortium, in a statement sent to Correio do Estado, stated that they do not have sufficient resources to cover the payroll, the 13th salary, and basic operational costs, such as fuel, fleet maintenance, and taxes.
According to the concessionaire, the situation arises from the default on transfers from Public Power, especially from the Campo Grande City Hall. These transfers involve subsidies, transportation vouchers, and essential rate components for the financial-economical balance of the system.
Legal Basis and Risk of Service Interruption
In this context, the consortium warned that the interruption of activities may occur legally, as provided for in Article 624 of the Consolidation of Labor Laws (CLT). According to the company, the ongoing defaults make it impossible to pay salaries and directly threaten service delivery.
If the stoppage is confirmed, the urban mobility in Campo Grande could be severely impacted, affecting workers, students, and essential services.
Recent History Reinforces Climate of Instability
It’s worth noting that, on October 22, 2025, Campo Grande woke up without buses after a two-hour stoppage, between 4:30 AM and 6:30 AM, caused by the delay in the payment of the vouchers for around one thousand drivers. Although it was a one-time event, the stoppage had repercussions throughout the entire day.
Subsequently, payment only occurred on October 25, five days after the deadline. On November 25, 2025, another delay nearly resulted in a strike, which was avoided after payment was made.
As reported by Correio do Estado, these episodes were linked to the lack of transfer of R$ 9 million, of which R$ 6 million is from the Government of Mato Grosso do Sul and R$ 3 million from the Campo Grande City Hall. Meanwhile, the city hall stated, in a note dated October 22, 2025, that it is up to date with its obligations to the consortium.
