The Resumption of Management Autonomy for Port Operations at Suape Port Is Another Milestone for the Government of Pernambuco in 2022. Now, the Administration Will Invest in Logistics and New Contracts to Expand the Complex’s Presence in the National Market.

After almost 10 years since Law No. 12.815 of June 5, 2013, known as the Ports Law, the Government of Pernambuco has regained the autonomy of Suape Port. This means that the State will be able to conduct bids, expand logistics, and manage port operations independently. This milestone brings new growth prospects to the national port market and will be essential for future leases in the complex.

Suape Port Is Once Again Under the Command of the Government of Pernambuco Following the Approval of the Antaq Agreement by the Ministry of Infrastructure

The issues related to the administration and logistics of Suape Port concerning the state and national presence in managing port operations seem to have come to an end this week. 

This is because the Government of Pernambuco has regained its management autonomy over the complex, as per a document published in the Official Gazette of the Union (DOU), signed by the Ministry of Infrastructure. 

The resumption of administrative autonomy of port operations at the port has become a milestone for the state, which had been unable to adequately manage the market of the complex for almost 10 years since Law No. 12.815 of June 5, 2013, the famous Ports Law. 

Now, agreement No. 50000.012 from the Ministry of Infrastructure, through the National Agency of Waterway Transportation – ANTAQ, has defined the limits of national and state action in managing the port’s logistics. 

Among the activities that will once again be under the command of the Government of Pernambuco at Suape Port, the main ones include the organization of norms, legal regime, definition, exploration, concession, leasing, and port activities.

In addition to the organization of port operations, the administration of dredging logistics, engineering, maintenance, expansion, port area, waterways, and maritime navigation will again be managed by the State.

Thus, the state government will oversee the entire operational, organizational, and administrative management of Suape Port in the national market.

The Federal Government will continue to dictate the national norms of the port market and the planning of port operations at the national level, which must be considered by the Government of Pernambuco in the complex.

Resumption of Management Autonomy in the Port Complex Brings a New Competitive Position in the National Port Market

After the confirmation of the resumption of management autonomy for logistics and port operations at Suape Port, the main representatives of the Government of Pernambuco celebrated this historic milestone. 

Thus, Governor Paulo Câmara stated that this decision will bring new directions for the market competitiveness of the complex in the national scenario.

He emphasized that the leases and bids to be conducted from now on will contribute to generating income and jobs in the state, as new port operations will be made possible. 

Meanwhile, the chairman of the state port authority, Roberto Gusmão, highlighted the freedom to conduct bids as the main gain from this new decision by the Ministry of Infrastructure. 

“Suape regains the competence to conduct studies, prepare notices, carry out bidding procedures, and celebrate contracts related to port leases with greater agility and less bureaucracy,” the executive emphasized. 

Finally, the director of port management at Suape, Francisco Martins, reinforced that the management autonomy of Suape Port to the Government of Pernambuco will concentrate state logistics in the complex while expanding the port’s presence in the national market.
