A post circulated claiming that the federal government created a new INSS benefit worth R$ 1,518 for workers with alcohol dependence. The publication features the INSS logo and suggests that individuals whose alcoholism has impaired their work capacity would have automatic rights to the salary.

The post has already surpassed 1.5 million views.

However, there is no new specific and permanent benefit for this purpose. INSS, the Ministry of Social Security, MDS (Ministry of Development and Social Assistance), and Secom (Social Communication Secretariat of the Presidency) state that the publication is false.

The official bodies explain that there are existing benefits that can be accessed, if work incapacity is proven in a medical examination.

Among These Benefits Are:

Sick Leave (temporary incapacity)
Retirement Due to Permanent Incapacity
Continuous Cash Benefit (BPC), stipulated since 1993 in the Organic Law of Social Assistance — for the elderly or people with disabilities in vulnerable situations.

Alcoholism can be considered in these assessments, but does not guarantee an automatic benefit.

Fake News Distorts Real Cases

Social policy experts point out that the confusion started with distorted judicial decisions.

There are isolated cases where the courts recognized severe alcoholism as a disability, but always with medical reports and specific evidence.

None of these cases imply a law that generalizes this benefit for all workers with alcohol dependence.

There is also a treatment and support program for users of alcohol and drugs, maintained by government social programs.

However, these initiatives do not include direct cash payments to those receiving support.

Fine for Confusing Information About Alcohol Dependence

The false post uses the amount of one minimum wage of R$ 1,518 as if it were a new benefit guaranteed by the State.

This figure is misleading because it mixes the attribution of existing benefits dependent on examinations and strict criteria with a supposed “automatic legal authority,” which does not correspond to reality.

medical assistance and reports that prove incapacity;
an examination with INSS if there is functional impairment;
guidance at CRAS/CREAS (Social Assistance Reference Centers);
to find out if there are treatment programs available in their city or state, offered by the government.
