After 13 Months of Freeze, Caixa Resumes Allowing More Than One Mortgage Through SBPE, Using Savings Resources to Meet Families, Investors, and the Construction Industry, with Balance Adjusted by TR, Interest from 10.99% Per Year and Term of 35 Years Nationwide.
Caixa Econômica Federal announced this Tuesday, December 9, 2025, that it will resume the authorization for contracting more than one mortgage with resources from the Brazilian Savings and Loan System, ending the restriction that had been in place since November 2024 and affected customers nationwide.
For 13 months, the rule prevented account holders with an active housing loan, including their spouses regardless of marital regime, from contracting new credit at Caixa. Now, SBPE financing contracts will again be offered with balance adjusted by TR, interest starting at 10.99 percent per year and terms of up to 420 months, equivalent to 35 years.
What Changes in SBPE Rules from Caixa
With the new decision, Caixa eliminates the restriction that prevented the combination of contracts and re-allows customers to have more than one mortgage through SBPE at the same time.

In practice, families and investors who already have an active loan will be able to request another housing credit from the same institution.
SBPE is primarily made up of savings deposits and is one of the main sources of mortgage financing in the country.
By reopening the possibility of multiple contracts, the bank increases access to credit for those looking to buy a second property, change residences without having to immediately part with their current asset, or diversify investments in real estate.
Why the Mortgage Freeze Lasted 13 Months
The freeze created in November 2024 was a response to the mismatch between strong demand for housing credit and the amount of resources available in SBPE.
During this period, Caixa tried to balance high demand and limited funds in the system, restricting the contracting of new loans for those who already had an ongoing contract.
According to the bank, the temporary measure helped preserve the cash allocated to mortgage financing at a time of more intense withdrawals from savings accounts, which reduced the base of resources for new credits.
With the normalization of funding conditions and the introduction of new Central Bank rules, the institution assesses that there is room to resume granting multiple contracts.
Decision Enabled by Central Bank Change in Savings
Caixa’s president, Carlos Vieira, explains that the resumption of this modality was only possible after the Central Bank altered the rules for compulsory savings deposits, allowing a larger portion of savings resources to be directed toward mortgage credit.
This change increases the capacity of institutions to maintain the pace of lending even with reduced savings balances.
In Caixa’s assessment, the new regulatory framework ensures more stability for long-term mortgage financing, reduces the risk of resource shortages in SBPE, and provides predictability for credit portfolio planning.
With this, the bank believes it is possible to release more than one contract per customer again without compromising the financial security of the system.
Government Package Aims to Boost Credit and Construction
Caixa’s decision is part of a package of measures from the federal government, announced in October, aimed at facilitating access to credit and boosting the construction industry.
Among the actions are an increase in the financing limit under SBPE and the Housing Finance System, in addition to the change in the rules for compulsory savings promoted by the Central Bank.
Another front of this package is the expansion of the use of FGTS resources for properties financed by the Real Estate Finance System.
The stated goal is to stimulate new launches, generate jobs in the construction industry, and unlock housing projects, in a strategy that relies precisely on the expansion of mortgage financing as a driver of economic activity.
Impacts for Families and Real Estate Investors
For families, the return of the possibility of having more than one mortgage at Caixa opens up space for strategies like keeping the current property while acquiring another, planning the move more calmly, or buying an apartment for a child, for example.
In all cases, the conditions remain the same as those of SBPE, with adjustment by TR, minimum interest of 10.99 percent per year, and long terms of up to 35 years.
Investors, in turn, gain more flexibility to build portfolios focused on rental income or property appreciation, using mortgage financing as financial leverage.
The ability to accumulate contracts at the same institution facilitates the management of guarantees, negotiation of terms, and monitoring of payments over the 420-month maximum term.
Still, housing credit specialists warn that the fact that Caixa allows more than one mortgage does not eliminate the need for careful financial planning.
And you, do you plan to take advantage of the return of the possibility to have more than one mortgage at Caixa to buy or invest in properties in the coming months?
