Caixa Econômica Federal announced this Tuesday, December 9, 2025, that it will resume the authorization for contracting more than one mortgage with resources from the Brazilian Savings and Loan System, ending the restriction that had been in place since November 2024 and affected customers nationwide.
For 13 months, the rule prevented account holders with an active housing loan, including their spouses regardless of marital regime, from contracting new credit at Caixa. Now, SBPE financing contracts will again be offered with balance adjusted by TR, interest starting at 10.99 percent per year and terms of up to 420 months, equivalent to 35 years.
What Changes in SBPE Rules from Caixa
With the new decision, Caixa eliminates the restriction that prevented the combination of contracts and re-allows customers to have more than one mortgage through SBPE at the same time.

Decision Enabled by Central Bank Change in Savings
Caixa’s president, Carlos Vieira, explains that the resumption of this modality was only possible after the Central Bank altered the rules for compulsory savings deposits, allowing a larger portion of savings resources to be directed toward mortgage credit.
This change increases the capacity of institutions to maintain the pace of lending even with reduced savings balances.
In Caixa’s assessment, the new regulatory framework ensures more stability for long-term mortgage financing, reduces the risk of resource shortages in SBPE, and provides predictability for credit portfolio planning.
With this, the bank believes it is possible to release more than one contract per customer again without compromising the financial security of the system.
Government Package Aims to Boost Credit and Construction
Caixa’s decision is part of a package of measures from the federal government, announced in October, aimed at facilitating access to credit and boosting the construction industry.
Among the actions are an increase in the financing limit under SBPE and the Housing Finance System, in addition to the change in the rules for compulsory savings promoted by the Central Bank.
Another front of this package is the expansion of the use of FGTS resources for properties financed by the Real Estate Finance System.
The stated goal is to stimulate new launches, generate jobs in the construction industry, and unlock housing projects, in a strategy that relies precisely on the expansion of mortgage financing as a driver of economic activity.
