Chamber of Deputies Approves Bill That Creates Program to Support Microentrepreneurs in Brazil
The Chamber of Deputies took a decisive step to strengthen microentrepreneurship in Brazil by approving Bill 2524/25, which establishes the National Program for Technical Assistance and Training of Individual Microentrepreneurs (Pronatec-MEI).
The proposal, under analysis since this year, promises to offer technical support, training, and access to markets for millions of individual microentrepreneurs (MEIs) throughout the country.
The new program aims to increase competitiveness, autonomy, and productive inclusion of small businesses, boosting national economic development.

Bill Proposes Free Training and Digital Platform for MEIs
The Pronatec-MEI adopts principles of free access, transparency, universal access, and respect for regional diversity. Moreover, the program prioritizes actions that reinforce autonomy and encourage innovation in businesses.
The project offers courses and consulting in management, financial education, sustainability, and digital transformation. Additionally, it encourages MEIs to engage in public procurement, which increases market opportunities.
To make access easier, the government will launch an integrated digital platform. On it, entrepreneurs will find training materials, management tools, document templates, and information on credit and businesses.
Thus, the new structure simplifies the daily life of the microentrepreneur and strengthens their chances of growth and formalization in the sector.
Chamber Strengthens Microentrepreneurship and Creates Exclusive Fund for the Sector
To ensure the execution of the planned actions, the bill creates the Fund for Promoting MEI Training (Funcaf-MEI). The fund will be managed by a committee linked to the Ministry of Entrepreneurship, Microenterprise, and Small Business.
Resources will come from public funds, donations, revenues, and partnerships with the private sector. The original proposal included the use of resources from the S System, but that part was removed by the rapporteur.
“Resources from the S System are intended for entities such as Sesc, Senac, and Sesi, and are constitutionally linked to funding private social service and professional training entities linked to the trade union system,” explained Representative Zé Adriano (PP-AC).
With the creation of Funcaf-MEI, the government aims to ensure ongoing funding for training and development projects targeted at individual microentrepreneurs, consolidating a permanent public policy to support small businesses.
Brazil Bets on Innovation and Training to Boost Businesses
Microentrepreneurship is one of the pillars of the Brazilian economy, encompassing more than 15 million active registrations. Programs such as Pronampe and MEI Conta com a Gente already provide support in areas like credit, formalization, and accounting. However, Pronatec-MEI emerges as a broader and more integrated proposal, bringing together education, assistance, and market opportunities in a single platform.
Moreover, the new bill aims to foster the digital transformation of microentrepreneurs, allowing them to modernize their businesses, reach new audiences, and increase their productivity.
Next Steps of the Bill
The text is under conclusive consideration in the Chamber of Deputies. Meanwhile, the Finance and Taxation and Constitution, Justice, and Citizenship commissions are analyzing the proposal.
If the commissions approve the text, the bill will proceed to the Federal Senate. There, senators will review the proposal again before sanctifying it and turning it into law.
Thus, Pronatec-MEI may mark a true turning point for microentrepreneurship in Brazil. In doing so, the program provides technical support, training, and access to credit, strengthening local businesses.
In this way, it helps thousands of small entrepreneurs to grow in a sustainable, competitive, and innovative manner, boosting the national economy.
