The São Paulo City Council approved, in the first round, on the night of this Wednesday (December 10, 2025), the bill that creates 15 permanent positions to reinforce the newly created Women’s and Children’s and Adolescents’ Attorneys within the São Paulo Legislative. The proposal establishes that all new positions will be effective, filled exclusively through public competition starting in 2026.
The approval of the new positions was detailed in a report published this Thursday (December 11, 2025), which also reveals the minimum estimated impact of R$ 3.2 million on the House’s accounts in 2026 and 2027, calculated based on the projected Net Current Revenue of R$ 106.1 billion for 2026, according to the budget proposal being discussed in the Council itself.
Symbolic Vote, Unanimity and First Round
In the plenary, the project advanced in the first round with total support from the parliamentarians.

What Are The 15 Positions And Where Are They Going
The 15 positions will be distributed mainly between the Women’s Attorney and the Children’s and Adolescents’ Attorney, newly created within the structure of the Council.
Among the anticipated functions are positions for social workers and prosecutors, as well as other technical support positions necessary for the continuous operation of these units.
According to the justification presented, the goal is to ensure a stable and specialized team, linked directly to the effective framework of the Legislative, avoiding turnover and ensuring continuity in actions to defend rights and monitor sensitive cases related to violence, discrimination, and violations against women, children, and adolescents.
Technical Support And Support For Special Attorneys
According to the Council, the new employees will have the primary mission to provide technical support to the Special Attorneys, conducting surveys, studies, case monitoring, and providing resources to underpin opinions, recommendations, and legislative initiatives in their respective areas of action.
These professionals will also need to assist in the planning and execution of programs, campaigns, and institutional actions related to the protection of women, children, and adolescents.
The intention is to ensure that the technical structure transforms the Women’s and Children’s Attorney into permanent hubs for formulating and supporting public policies within the Legislative.
Public Service And Referral To The Protection Network
In addition to internal work, the team linked to the 15 positions will have direct interaction with the population.
According to information from the Council, the new employees will be responsible for guiding the public on the operation of existing public policies in the areas of protection for women, children, and adolescents.
These professionals will also need to forward requests to the competent agencies and the protection network, serving as a bridge between citizens, public services, and civil society entities.
Another area of action is to support inter-institutional coordination with other public bodies and with organizations that work in defense of rights, to strengthen the flow of reception and referral of cases.
Impact Of 0.003 Percent Of Revenue And Calculation Of R$ 3.2 Million
According to the Board of the Council, the budget impact of creating the 15 positions will be 0.003 percent of the City’s Net Current Revenue in the fiscal years 2026 and 2027.
The Council maintains that this percentage is considered low in relation to the total municipal accounts, especially given the goal of structuring areas aimed at protecting vulnerable groups.
Based on the estimated Net Current Revenue of R$ 106.1 billion for 2026, according to the budget proposal being discussed in the Council itself, calculations based on this percentage indicate a minimum impact of R$ 3.2 million on the accounts of the Legislative over 2026 and 2027. This amount includes the cost of salaries and associated charges for the new permanent employees.
