Partnership Between Casa dos Ventos and Vestas Marks New Cycle of Investments in Wind Energy in Piauí, with Billion-Dollar Wind Farm, Large-Scale Generation and Direct Impact on Brazilian Electricity Grid

On December 17, 2025, the Brazilian renewable generation sector recorded a large-scale investment after nearly three years without new large projects. According to an article published by Veja, Casa dos Ventos and Vestas announced a strategic partnership for the implementation of a new wind farm in Piauí, with an installed capacity of 828 megawatts (MW) and an estimated investment of over R$ 5 billion.

The enterprise, named the Dom Inocêncio wind complex, will be installed in the central-southern region of the state and is seen by the market as a landmark in the resumption of wid energy in Brazil.

The project has the potential to supply about 2 million homes and generate thousands of jobs during the construction and operation phases, in addition to signaling greater confidence from the private sector in the country’s business environment.

The announcement represents the first major contract for the supply of wind turbines signed in Brazil since 2023, a period marked by a slowdown in investments, falling energy prices, and regulatory uncertainties.

New Wind Farm Signals Resumption of Investments in the Sector

After a cycle of accelerated growth driven by public auctions and long-term contracts, the Brazilian wind industry entered an adjustment phase starting in 2023. The Dom Inocêncio complex will consist of 184 V150 turbines, each with a capacity of 4.5 MW, totaling 828 MW of installed capacity.

The works are scheduled to begin in 2026, with commercial operation expected to start in 2028. In addition to supplying the turbines, Vestas will be responsible for project execution and operational and maintenance services for a period of 25 years.

Piauí Consolidates as a National Reference in Wind Energy

The choice of Piauí for the implementation of the new wind farm reflects the state’s advancement as one of the main hubs for renewable generation in the country. Currently, Piauí stands out among the largest in the national ranking of installed wind energy capacity, benefiting from areas with consistent winds and high average speeds.

In strategic regions of the state, wind speeds exceed 12 meters per second, a condition considered highly favorable for large-scale projects. The Dom Inocêncio complex will be installed between the municipalities of Dom Inocêncio, Lagoa do Barro, and Queimada Nova, areas that have been concentrating private investments in renewable generation.

According to sector estimates, the enterprise is expected to generate more than 8,500 direct and indirect jobs during the implementation and operation phases, contributing to regional economic development. The project reinforces Piauí’s role as a protagonist in the Brazilian energy transition.

Casa dos Ventos Expands Portfolio and Presence in the Northeast

The Casa dos Ventos arrives at the announcement of the new project with one of the largest renewable energy portfolios in the country. Together with group companies, the developer has approximately 33.4 gigawatts (GW) in wind and solar projects at different stages of development in Brazil.

The company maintains a joint venture with the French TotalEnergies, which acts as its exclusive renewable vehicle in the Brazilian market. This structure ensures access to capital, financial robustness, and the capacity to execute large-scale projects, such as the new wind farm in Piauí.

Vestas Strengthens Leadership in Supply of Wind Turbines

Operating in Brazil since the 1990s, Vestas is today the main supplier of wind turbines in the national market. The company has a factory for wind components in Ceará and has accumulated over 12 GW in operation and maintenance contracts in the country.

The commercial relationship between Vestas and Casa dos Ventos has lasted for more than eight years and includes several jointly developed projects. In the case of the Dom Inocêncio complex, Vestas’ involvement goes beyond equipment supply to also include project execution and operational management over 25 years.

Wind Energy Gains Space in the Brazilian Electricity Grid

The announcement comes at a time when renewable sources are increasing their share in the national electricity matrix. According to data from the Brazilian Wind Energy Association (ABEEólica), Brazil ended 2024 with about 30 GW of installed wind energy capacity.

Currently, more than 85% of the electricity generated in the country comes from renewable sources, with a focus on hydropower, wind energy, and solar. Wind energy accounts for approximately 14% of the national installed capacity, playing a strategic role in diversifying the matrix and reducing the system’s exposure to drought periods.

Regulatory Challenges Still Condition New Projects

Despite the positive signal represented by the project in Piauí, sector specialists point out that the expansion of wind energy in Brazil still depends on structural advancements. Among the main challenges are the need for greater regulatory predictability, investments in transmission, increased long-term financing, and reduction of logistical bottlenecks.

In addition, the creation of new consumer markets is considered essential to sustain the resumption at scale. Segments such as data centers, production of green hydrogen, and industrial electrification are seen as demand drivers capable of boosting new wind farm projects in the coming years.
