Campo Mourão (PR) Experiences Real Estate Boom with Lots Starting at R$ 60 Thousand, Incentive Programs, and Appreciation Above the National Average, Attracting Families and Investors.

Campo Mourão, a city located in the Midwest of Paraná and with just over 95 thousand inhabitants, is becoming a new hub of opportunities in the regional real estate sector. The combination of economic growth, affordable living costs, and municipal housing incentive policies has attracted families and investors from all over the state. In the last two years, the local market has undergone a silent transformation: urban lots priced from R$ 60 thousand — previously restricted to rural or remote areas — have started to be offered within the urban perimeter, with options for direct financing and extended payment terms.

These prices are well below the average of Brazilian capitals, where the average price per square meter has already exceeded R$ 8 thousand, according to the FipeZap index (2025). In Campo Mourão, it is still possible to find lots with 252 m² for R$ 60 thousand in neighborhoods like Jardim Europa II and Jardim Belo Campo, according to recent records from local real estate agencies.

Municipal Programs and Incentives for Home Ownership

The City Hall of Campo Mourão has increased its efforts to facilitate access to housing, especially for low and middle-income families. One of the most cited projects is the “Legal Housing”, aimed at regularizing properties and encouraging the purchase of lots, launched with the support of the Paraná Housing Company (Cohapar).

In addition to simplifying bureaucratic processes, the program offers support for the acquisition of land and the construction of popular housing, creating a favorable environment for planned urban expansion.

According to the Department of Housing and Urban Development, the goal is to attract new residents and businesses to the central region of the state, promoting ordered and sustainable growth.

“Campo Mourão is in a moment of expansion. Our focus is to ensure that families can acquire their own homes with legal security, without solely depending on federal programs,” emphasized the secretary Sandra Bueno, in an interview with the local radio T FM.

Another factor driving the demand for real estate in Campo Mourão is the consolidated infrastructure. The city is crossed by important highways, such as BR-158 and PR-487, ensuring direct connections to regional hubs like Maringá and Cascavel.

The municipality also has a good educational network, technical education units, and a strong presence of agribusiness and the food industry, which have ensured economic stability even during periods of national contraction.

This set of factors has led to a municipal GDP growth of more than 22% in the last five years, according to data from IBGE. Today, the services sector and construction are leading the job generation in the city.

Real Estate Market on the Rise and Constant Appreciation

Local real estate companies confirm the increase in demand for lots, both for housing and for investment. The average appreciation of properties in Campo Mourão stood at 12% in 2024, driven by the arrival of new developments and planned subdivisions.

“The investor public is turning its attention to the interior, and Campo Mourão has stood out for its combination of price and appreciation potential. A lot worth R$ 60 thousand today can be worth double in a few years, as urban advancement and industrial growth occur,” says broker Edson Vieira, from Grola Real Estate.

As an example, a lot in the Jardim Panambi area, Campo Mourão – Avenida João Batista Salvadori is costing around R$ 65 thousand. The lot is being offered on the VivaReal website.

In addition to appreciation, the city is betting on sustainable subdivisions, with sewage systems, solar energy, and integrated green areas, following trends in ecological urbanism.

Flight from Capitals and New Urban Migration

The phenomenon that favors Campo Mourão is part of a national trend. With the rising cost of living in large cities, families and self-employed professionals have been migrating to the interior, in search of affordable housing and better quality of life.

According to the survey “Post-Pandemic Housing Interiorization,” by the João Pinheiro Foundation, medium and small cities in Paraná have registered population growth of up to 3.5% per year since 2020. Campo Mourão fits this profile exactly — offering urban infrastructure typical of large cities, but with the cost of living of a small town.

A New Cycle of Regional Development

With still competitive prices, good structure, and public incentives, Campo Mourão consolidates itself as one of the most promising destinations for those looking to live, invest, or restart their life in the countryside.

The city stands out as an example of balanced development: it grows without losing its welcoming and community profile, maintains safety indices above the national average, and offers real opportunities for social advancement.

Between the expanding agribusiness and the arrival of new real estate developments, Campo Mourão demonstrates that the future of affordable housing in Brazil may be far from the metropolises — but very close to the stability and quality of life that many families seek.
