Municipality With Fewer Than 3,000 Residents in São Paulo’s Interior Enters the Top 5 of IPS Brazil 2025. Cândido Rodrigues Scores 70.26 Points in the National Ranking. Survey Compares Social and Environmental Indicators. Calm Routine and Basic Services Gain Visibility.

A municipality with fewer than 3,000 residents in the interior of São Paulo has come into the spotlight for those seeking a calmer routine without sacrificing basic services: Cândido Rodrigues.

The city appears among the leaders of the IPS Brazil 2025, a national survey that measures quality of life based on social and environmental indicators, ranking 5th in the country with 70.26 points.

This data comes from the Social Progress Index (IPS), which evaluates the 5,570 Brazilian municipalities and gathers public information organized into three main dimensions: basic human needs, the foundations of well-being, and opportunities.

What Is IPS Brazil and How Does the Ranking Work

IPS Brazil is not a ranking based on income, but rather on results related to living conditions and access to rights.

The methodology involves dozens of indicators to compose a score from 0 to 100, allowing comparisons between cities of different profiles.

In the list published by IPS Brazil, Cândido Rodrigues ranks just after four other municipalities in São Paulo that also excelled at the national level: Gavião Peixoto (73.26), Gabriel Monteiro (71.29), Jundiaí (70.70), and Águas de São Pedro (70.51).

In addition to reinforcing the presence of São Paulo’s interior among the highest scores, this focus helps explain why small towns, with local management closer to the daily lives of residents, gain visibility when the emphasis is on quality of life measured by concrete services and results.

Population of Cândido Rodrigues and Municipality Profile

Cândido Rodrigues has 2,889 residents, according to the 2022 Census, and an estimated 2,959 residents in the latest projections released by IBGE.

The municipality is part of the Jaboticabal region and, like other small towns in the interior, centers daily life in central areas, with short commutes and strong community interaction, characteristics often pointed out by those seeking a less fast-paced rhythm.

In this context, the highlight in IPS Brazil 2025 has become a reference for explaining the interest of families and retirees looking for a place with urban infrastructure, a calmer environment, and a sense of welcome, without the typical pressure of large urban centers.

Public Lighting and Safety in Urban Spaces

In recent years, the city has made advances in urban infrastructure initiatives related to public lighting and improvements to light points.

Records of municipal contracts and processes indicate that this topic has been included in local planning at various times, including more recent measures aimed at upgrading lighting.

In practice, enhancing lighting tends to directly impact circulation in squares and streets, especially in small towns, where common areas are focal points for evening activities.

Nonetheless, the effectiveness of these actions depends on maintenance and continuous coverage, factors that vary depending on execution and the municipal budget.

Education and Training: Community Activities and Opportunities

Another aspect that the municipality often associates with improved daily life is investment in education and activities aimed at skill development.

In local promotional materials and training initiatives based in the city, actions focusing on qualification, guidance for small businesses, and the use of community spaces for courses are highlighted.

In this environment, workshops and manual activities mentioned by residents, such as crocheting and painting, often serve as both social engagement and opportunities for supplementary income, depending on each participant’s profile.

At the same time, training programs linked to special dates and seasonal sales indicate an attempt to strengthen commerce and organize small entrepreneurs.

Culture, Events, and Local Identity

The cultural agenda also features prominently in the city’s daily life.

One example is the appreciation of artistic expressions and local identity projects, such as the production of an urban mural near the “João Parecido da Silva Pinto” Cultural Center, an initiative promoted by the municipal administration itself.

In small towns, traditional festivities often serve a dual purpose: strengthening community ties and boosting commerce during specific periods.

In Cândido Rodrigues, this type of calendar is cited as an element of continuity of traditions, with religious celebrations and gatherings that bring together residents and visitors.

What to Do in Cândido Rodrigues and How to Explore the City

For those arriving in the city, the most common recommendation is to explore the downtown area via short trips, on foot or by bicycle, precisely because it is a small municipality with a limited urban area.

The itinerary tends to include community spaces and public facilities that concentrate cultural and community activities, such as the cultural center mentioned in local announcements and communications.

Attractions also include experiences related to local production, such as artisanal foods and homemade products, as well as walks in green areas and nature trails, common in cities in São Paulo’s interior.

Some of these suggestions circulate in reports and content about the municipality that have grown following the publication of the IPS ranking.

Top 10 of IPS Brazil 2025: Best Cities for Quality of Life

After Cândido Rodrigues, the IPS Brazil 2025 list continues with Presidente Lucena (RS), with 70.07 points, and Luzerna (SC), with 70.00.

Next are Pompéia (SP), with 69.99, Nova Lima (MG), with 69.91, and Itupeva (SP), with 69.90, closing the ten highest scores in the national survey.

The list shows that municipalities from different regions can excel when the focus is on social and environmental indicators, rather than just economic size.

Nevertheless, IPS specialists point out persistent inequalities between states and the fact that opportunities are still, on average, the dimension with the worst performance in the country.

With the name Cândido Rodrigues now associated with one of the main national rankings of quality of life, what kind of concrete change does the population expect to see in the coming years to keep the city among the best in the country?
