The Government of Ceará keeps the online registration open for the 2025 edition of the CNH Popular program, which offers free driver’s licenses for low-income residents.
Until this Saturday (13), the State Department of Transit of Ceará (Detran-CE) continues with active registrations, according to the schedule officially published, with slots distributed in phases on the agency’s website.
The program was launched on November 6 and anticipates a total of 35,000 slots throughout the year.

In this initial phase, there are 29,650 opportunities available, primarily aimed at first licenses in categories A (motorcycles) and B (automobiles), as well as specific slots for category changes, in accordance with rules established by Detran-CE.
CNH Popular 2025 Registrations: Who Can Participate
Registration must be done exclusively online, through the site detran.ce.gov.br.
To participate, the applicant must be at least 18 years old and be registered in the Single Register for Federal Government Social Programs (CadÚnico), a mandatory requirement set by the state government.
The launch of the 2025 edition took place at the Palácio da Abolição in Fortaleza, with the presence of Governor Elmano de Freitas and the superintendent of Detran-CE, Waldemir Catanho.
During the announcement, the authorities emphasized that the program follows defined socioeconomic criteria and that selection depends on full compliance with the requirements outlined in the notice.
According to the superintendent of Detran-CE, the program aims to expand access to licensing for low-income individuals.
In an official statement, Waldemir Catanho stated: “By meeting the prerequisites, the candidate can register for the program.”
Investment and History of CNH Popular in Ceará
The state government reported that the planned investment for CNH Popular 2025 is R$ 25 million, an amount intended to cover all stages of the licensing process for the selected individuals.
According to official data, this is the largest number of slots offered since the program’s inception in 2009.
In previous editions, the number released by the government was about 25,000 slots per edition.
The announced increase for 2025 will occur in a phased manner, with the initial release of part of the slots and plans for new phases throughout the year, still without publicly detailed dates.
During the launch, Governor Elmano de Freitas declared: “There will be 35,000 slots. Today we are launching part of these 35,000 slots, and next week there will be news.”
Distribution of Slots in the Program’s Initial Phase
In the initial phase, the 29,650 slots available are divided between general competition and specific modalities.
Of the total available in this phase:
- 25,000 slots are intended for general competition across the entire state of Ceará.
- 3,000 slots are reserved for university students, upon proof of active enrollment.
- 150 slots are reserved for deaf individuals, conditional on the presentation of a medical report.
- 500 slots are aimed at indigenous peoples, requiring certification validated by the representative association.
- 500 slots are designated for quilombola communities, also requiring certification from the representative association.
- 500 slots are reserved for transitioning to category D, requiring two years of experience in category B.
The specific rules for each modality have been officially announced by Detran-CE.
Categories Covered and Expected Benefits
Official information indicates that CNH Popular 2025 includes licenses in categories A and B, as well as transition to category D.
The institutional material also indicates that beneficiaries in category A receive a helmet, included in the program.
Although the program’s title refers to additional categories, such as C and E, there is currently no official confirmation detailed regarding the direct offering of these specific categories within CNH Popular 2025.
Programs Associated with Free Licensing in the State
In addition to CNH Popular, the state government has announced other free licensing initiatives integrated into the public transit policy.
Among these is the ABCDetran Program, which allocates slots for illiterate individuals and women victims of domestic violence with active protective measures, according to official communications from the Government of Ceará.
These actions are treated by the state executive as distinct programs, even though they are linked to the overall strategy of expanding access to licensing.
Each initiative has its own registration and selection rules, published separately by Detran-CE.
Process Stages and Candidate Monitoring
After registration and possible selection, candidates must adhere to all legal stages of the driver training process.
The procedure includes medical and psychological exams, theoretical and practical classes, as well as the mandatory assessments required by traffic legislation.
According to Detran-CE, all these phases are covered by the program for beneficiaries.
The agency advises interested parties to keep their data updated in CadÚnico and closely monitor official communications, as convocations and additional instructions are released throughout the process.
So far, there has been no official publication with set dates for the release of the remaining slots that will complete the total of 35,000 planned for 2025.
Detran-CE recommends that candidates keep up with their official channels for new information.
