Published to Take Effect in June and Impact the Payroll of July 2025, the New Bolsa Família Model Cuts the Value in Half in the Transition Phase, Reduces the Duration of Protection, and Tightens the Rules for Those Who Exceed the Income Limit in Urban Vulnerable Families.
Families currently receiving around R$ 600 from Bolsa Família may see the amount drop to approximately R$ 300 as early as July 2025, if they exceed the income limit and transition to the so-called Protection Rule, which will now have a shorter duration and more stringent criteria.
According to the Ministry of Development and Social Assistance, the change aims to prioritize families in greater vulnerability, reduce the waiting list for the program, and ensure the financial sustainability of Bolsa Família, but in practice, it shortens the protection period for those who have seen only a slight income increase and still rely on the benefit to meet monthly expenses.
What Changes in the Bolsa Família Protection Rule
Currently, families that exceed the entry limit but remain in vulnerable situations can stay under protection for up to 24 months, receiving half of the benefit.

After nearly 30 bids and competition among industry giants, a Spanish company purchases one of the largest airports in Brazil for almost R$ 3 billion and takes over the management of Galeão in a concession that will last until 2039.
With the new regulation, this period will be reduced for some beneficiaries, and the income limit will be recalculated.
The major shift is that Bolsa Família will no longer guarantee a long and stable “ladder” for those improving their income and will instead offer much shorter protection in many cases.
Starting in June, with a direct impact on the payroll of July 2025, there will be three distinct groups within the protection.
Group 1: Those Already Under Protection Until June 2025
For families already under the Protection Rule until June 2025, the government has maintained the old rules.
These families:
- can remain under protection for up to 24 months
- have an income limit of up to half the minimum wage per person, currently R$ 759
- receive 50 percent of the original benefit during this period
- can return to receiving the full amount if their income falls again and meets the poverty criteria
In summary, those already under Bolsa Família protection until June do not lose rights under the new rule, as long as they maintain their classification under the previous regulations.
Group 2: Families Entering Protection as of July 2025
For those who exceed the income limit starting in July 2025, without stable income, the transition will be much shorter.
In this group, families:
- remain under protection for only 12 months
- receive 50 percent of the benefit during this period
- must respect the new income limit of up to R$ 706 per person
In practice, this means that families currently receiving around R$ 600 from Bolsa Família may receive something close to R$ 300 for one year, if the income per person stays below R$ 706 but above the program’s entry limit.
Group 3: Families with Stable Incomes, Such as Pensions and Annuities
The rules become even stricter for families whose income increase comes from sources considered stable, such as pensions or benefits for the elderly.
For this group, the new regulations state:
- stay under the Protection Rule for only 2 months
- income limit also of R$ 706 per person
- an exception for families with a disabled person receiving benefits, who can remain for up to 12 months
In other words, families that increase their income through fixed benefits will have a much shorter window within Bolsa Família, which could speed up their permanent exit from the program even with high living costs.
What Does Not Change in Bolsa Família with the New Rule
Despite the tightening of the permanence rules, some important aspects of Bolsa Família remain the same.
The following points continue to apply:
- the base value of the benefit for those who fully meet the poverty criteria
- the possibility of <strong restoring the full value of Bolsa Família if the income falls again and is within the entry limit
- the guarantee that families already classified under protection until June will retain their 24 months and the old criteria
The new regulation does not change the official amount of the program but redefines how long and under what conditions families can continue receiving part of the benefit after improving their income.
When the Cut to Around R$ 300 May Appear on the Statement
The regulation takes effect in June, but the real impact will be felt in the payroll of July 2025, when the reductions will begin to be applied to those crossing the income limit and entering the Protection Rule under the new regulations.
This means that:
- families that see an income increase until June will follow the old rules
- families that see an income increase starting in July will enter the new model with 12 months or 2 months of protection, depending on the type of income
- the July statement may be the first to show Bolsa Família decreasing from around R$ 600 to something close to R$ 300 in many transition cases
Why Bolsa Família May Drop from R$ 600 to R$ 300
The decrease does not occur because the official amount has been reduced, but because the Protection Rule limits the benefit to 50 percent of the original amount for those who exceed the income limit.
In practice:
- the average benefit of around R$ 600 will be paid at half, around R$ 300
- this applies only during the transition period within the Protection Rule
- after this period, the family may exit the program if they remain above the income limit or return to the full amount if their income falls again
The heart of the change lies in the shorter protection time and the new income ceiling of R$ 706 per person, which the ministry claims follows the international poverty line standard.
For those living on the edge, any fluctuation in income is already a challenge. With the new rule, a slight improvement in income can mean seeing Bolsa Família drop by half in a few months, even if expenses remain unchanged.
On one hand, the government argues that it needs to make room for families in greater vulnerability and control the program’s budget.
On the other hand, families that land a job, a pension, or a stable benefit may feel like they gain on one side and lose on the other, creating a landscape of uncertainty.
In the end, the message of the new regulation is clear: the protection of Bolsa Família after an income increase continues to exist, but it will be shorter, more restrictive, and have a direct impact on the amount entering families’ accounts each month.
Do you think this new Bolsa Família rule encourages a gradual exit from the program or essentially penalizes families that can only slightly improve their income?

GOV.BR
Esses valores saem do nosso bolso
