The government announced on Wednesday, 21, the inclusion of nine state-owned companies in the Investment Partnerships Program. The PPI is the agency responsible for the privatization and liquidations of federal public enterprises. There are “17 assets for sale in the PPI pipeline,” among new and old projects, said the Special Secretary for Privatization, Development, and Markets at the Ministry of Economy, Salim Mattar. However, the timetable for privatizations has no set deadline for implementation.

The 9 state-owned companies included in the PPI are ABGF, Emgea, Serpro, Dataprev, Ceagesp, Codesp, Ceitec, in addition to Telebrás and Correios. Mattar acknowledged that the privatization of Correios is expected to take “a long time.” The company has a monopoly on postal services and national airmail (military postal service) guaranteed by the Constitution.
To reach the number 17, Mattar cited Lotex, which has already undergone two unsuccessful auction attempts; the sale of 20 million shares of Banco do Brasil held by the Union, an operation expected to amount to R$ 1 billion; and six state-owned companies that were already in the PPI: CBTU, Trensurb, Casa da Moeda, Ceasa Minas, Codesa, and Porto de São Sebastião.
However, Lotex cannot be classified as a state-owned company, as it is now an activity of Caixa Loterias, not a subsidiary. Martha also mentioned Eletrobrás, which was already in the PPI but also requires a bill to be privatized. Adding the new actions and the old ones, the total number of projects would reach 18.
“An asset will go through the council two to three times before being sold. When thinking about privatization, there is a whole process, and it has several stages,” said the minister. “It’s not simple.”
In the package announced by the government, future concessions for national parks were mentioned: Lençóis Maranhenses (MA), Jericoacoara (CE), and Iguaçu (PR). It was also mentioned that nurseries and prisons could be included in the plan, but no specific projects were detailed.
The government also decided to include two hydropower plants in the Amazon region. On the list of energy projects are the hydropower plants Bem Querer, in Roraima, and Tabajara, in Rondônia.
These two plants have long been ambitions of the electricity sector and have been part of the federal government’s plans for many years, including during the administrations of former Presidents Luiz Inácio Lula da Silva and Dilma Rousseff.
