CNPE Approved A Series Of Six Resolutions Related To The Area Of Action Of The National Agency Of Petroleum, Natural Gas And Biofuels
The National Energy Policy Council (CNPE) approved yesterday (12/09) a series of resolutions related to the area of action of ANP. Among the approved items are the resolution that establishes the Revitalization and Production Incentive Program for Maritime Fields (PROMAR); updates to the list of exploratory blocks for the 17th Round of Auctions; guidelines for the new biodiesel trading model, replacing auctions starting in January 2022, among others.

About the resolution that creates the Revitalization and Production Incentive Program for Maritime Fields (Promar). The discussed topics and proposed actions must be presented by the board within 180 days – the deadline may be extended for an equal period. The countdown starts after publication in the Official Gazette of the Union (DOU).

According to a note released by the Ministry of Mines and Energy (MME), the program includes creating conditions for revitalizing mature maritime fields and better conditions for the economic utilization of oil and natural gas accumulations. “As a result of this policy, a better utilization of the national oil resources is expected, an increase in the payment of government participations, job creation, and the expansion of the goods and services industry aimed at oil and natural gas exploration and production activities in maritime areas.”
Establishment Of A Working Group To Evaluate The Inclusion Of Biofuels For Use In The Diesel Cycle In The National Energy Policy
The initiative is due to the development of technological routes for the production of green diesel, whose regulatory process is underway at ANP, as well as the need to evaluate the treatment to be given to fossil diesel production with renewable content through the H-Bio process.
Approval Of Guidelines For The New Biodiesel Trading Model
Yesterday, the resolution was approved that establishes guidelines for a new biodiesel trading model throughout Brazil, replacing public auctions of the product, to take effect by January 1, 2022.
According to the measure, there will be no ban on the use of imported raw material for biodiesel production in this model. The aim of the changes is to achieve “a trading model for the product that is more in line with the open and dynamic market being designed with Petrobras’s divestments in refining,” the ministry added.
Establishment Of Guidelines For Monitoring The National Fuel Supply
The resolution considers the non-discriminatory access of consumers to distributor networks, the need to ensure legal and regulatory security, observance of transparency and predictability in processes, gradual transition of rules, and the benefits arising from Distributed Microgeneration and Minigeneration.
The CNPE’s decision provides a broad and clear vision for creating public policies and improving regulation, aiming to promote the sustainable expansion of distributed generation.
Changes To The Blocks Of The 17th Auction Round Under The Concession Regime
The 17th Round of ANP has been confirmed, scheduled for the second half of 2021. In relation to the original planning, eight blocks in the Pará-Maranhão Basin and 24 blocks in Pelotas were removed for environmental reasons.

The CNPE‘s decision provides a broad and clear vision for creating public policies and improving regulation, aiming to promote the sustainable expansion of distributed generation.
The Minister of Mines and Energy, Bento Albuquerque, highlighted the sector’s resilience this year. “Despite this atypical period that the country and the world are going through due to the COVID-19 pandemic, we managed to address very important issues in 2020. I believe that the holding of the 2nd Permanent Offering Auction by the National Agency of Petroleum (ANP) last Friday (12/04) crowned this year of work and efforts concerning the oil, gas, and biofuels sectors.”
