Construction Sector Shows Signs Of Recovery With Increase In Investments And New Projects

Confidence in the Construction Industry Grows with Positive Expectations for the Next Six Months. Entrepreneurs Project Increased Investments, New Ventures, and Job Creation.

The construction industry is beginning to show clearer signs of recovery in Brazil. A recent survey by the National Confederation of Industry (CNI), in partnership with the Brazilian Chamber of Construction Industry (CBIC), reveals that entrepreneurs’ expectations for the sector over the next six months improved steadily in May.

Confidence indicators, investment intentions, new ventures, and hiring recorded growth, reflecting a more favorable environment.

The main reason cited for this progress is the update of the Minha Casa, Minha Vida program rules, which expanded access to housing credit for families with incomes of up to R$ 12,000, stimulating the sector’s production chain.

Civil Construction on the Rise: Expectations Rise Among Entrepreneurs

Among the indicators evaluated, the most noteworthy was the expectation for new ventures and services, which rose by 2.8 points in May, reaching 52.8 points.

The number is above the 50-point mark, which signals optimism and expectation of growth. The positive assessment is also reflected in hiring expectations, which increased by 1.6 points, also reaching 52.8 points.

These data indicate that the construction industry anticipates a cycle of expansion for the second half of 2025, which could represent an important reactivation for the national economy.

Another significant data point was the investment intention, which grew by 2.5 points and reached 43.5 points in May. The number is 5.5 points above the historical average of 38 points, reinforcing the willingness of sector entrepreneurs to make new investments in the coming months.

This increase in investment confidence reflects the expectation of greater demand, especially due to housing incentives and the overall improvement in economic perception.

Activity Level Grows, but Still Below Previous Years

The activity level in construction registered a slight increase of 0.1 points, reaching 47.3 points in April. Although this is the best result in six months, the index remains below the levels recorded in the same month of 2024 (48.4 points) and 2023 (49.7 points), showing that recovery is still gradual.

The index of employment growth remained at 48.1 points, a stable figure compared to the previous month and below the level recorded in April 2023 (50 points), indicating that the hiring pace is still moderate.

Operational Capacity Utilization (UCO), which measures how much companies are using their productive potential, remained at 67% for the sixth consecutive month.

This level is the same as in April 2024 and 1 percentage point above the level recorded in April 2023, demonstrating that companies are maintaining their operational pace, even with market fluctuations.

Business Confidence Improves, but Remains Below Ideal

Despite the improvement in indicators, confidence has still not reached fully positive levels. The Industrial Entrepreneur Confidence Index (ICEI) for construction reached 48.5 points in May, a rise of 1.3 points compared to April, but still below the dividing line of 50 points.

This is the fifth consecutive month that the index has remained below 50 points, indicating that the sector is still cautious, although the lack of confidence is decreasing.

The perception of current conditions rose to 44 points, driven by a less negative view of the Brazilian economy.

Meanwhile, the future expectations index rose to 50.7 points, crossing the optimism line for the first time in months.

“The approval of new rules for the Minha Casa, Minha Vida program in April, with the expansion of housing financing for families with incomes of up to R$ 12,000 and adjustments in other income brackets, certainly contributed to improving the outlook for companies in the sector,” assessed Marcelo Azevedo, economic analysis manager at CNI.

Survey Consulted Companies of Different Sizes Across the Country

The May edition of the Construction Industry Survey heard from 313 companies between May 5 and 14. The survey included 115 small businesses, 130 medium-sized ones, and 68 large companies.

The sample ensures a diversity of profiles, accurately reflecting the sector’s scenario across Brazil.

Construction Sector Shows Signs of Recovery and Confidence

With growth in expectations and greater willingness to invest, the construction industry is repositioning itself in a more optimistic scenario.

The strengthening of housing programs and the still modest improvement in entrepreneurs’ confidence indicate a new cycle of incentives for the sector — which historically plays a crucial role in job creation and economic dynamism in the country.
