If the fuel consumption market had been practicing higher prices in the supply chain until the beginning of the year, it is unlikely that the tight gasoline exemptions during Lula’s 60 days in office would have caused an immediate drop at the pumps.

Fuel Consumption, with Priority for Ethanol, Should Increase in the Coming Days

From January 2 to 6, the impact of declines at factories and distributors will begin to peak. The mills raised prices in the last two weeks of December, anticipating the end of PIS/Cofins and Cide exemptions for petroleum derivatives, which will harm their competitiveness. The distributors followed suit.

Since this did not happen, they had to give up 2.67% (R$ 2.80 per liter) accumulated until Friday, as shown by Cepea’s Survey, just like the distributors. They may yield more nowadays, as Martinho Ono from SCA Trading anticipates to Money Times after 2023.

But the stations need to rebuild profits before they start adjusting downward. Additionally, the consumption of fuel generally drops during the holiday season.

Fuel Consumption May Be Affected Due to Inflation

The demand for fuel in Brazil may be hindered by consumer price inflation and monetary tightening in 2023, according to a Bloomberg Intelligence report. Similarly, the demand for aviation fuel increased last year compared to 2021 but remains below the decade average.

However, analysts say that the price controls that Petrobras eventually imposes may help strengthen the consumption of derivatives, or at least slow down the decline in demand. President Lula has already signaled the intention to end the parity between the prices of state-owned companies and international offers.

The diesel consumption in Brazil could reach 67 billion liters in 2023, a 3.4% increase compared to the 2022 estimate, as estimated by EPE in a December market outlook document. For EPE, the growth forecast is based on record agricultural harvests as well as increased sales of light diesel vehicles.

The annual gasoline consumption at the beginning of the year was estimated at 41.7 billion liters, which, if confirmed, would be 2.1% lower than the year-over-year comparison. However, EPE noted that a possible extension of the tax exemption could alter estimates for gasoline. The forecast was revealed before the announcement of provisional measures to extend exemptions for PIS and Cofins derivatives.
