State Deputies Authorize Unrestricted Population Control of European Wild Boar in Goiás, Using Traps and Continuous Culling; Measure Awaits Decision from Governor Ronaldo Caiado and May Be Judicialized

The Goiás Legislative Assembly has definitively approved Bill No. 8510/23, which authorizes hunting and continuous management of the European wild boar throughout the state. The proposal, authored by Deputy Amauri Ribeiro (UB), received 21 votes in favor and none against, and now proceeds to the governor Ronaldo Caiado (União Brasil) for sanction or veto.

The project establishes the use of traps, pursuit, and culling as authorized methods of population control for the species, regardless of the time of year. The stated objective is to mitigate the damage caused by this invasive species, considered a threat to agricultural production and local environmental balance.

Billion-Dollar Losses and Environmental Impact

The proliferation of wild boars, especially in farming areas, has caused significant damage to corn, soybean, and pasture producers, in addition to destruction of fences and water troughs used by cattle. In Goiás, the species’ advance is also concerning due to its ability to silt springs and compete with native wildlife for natural resources.

According to the author of the project, the measure responds to a demand from rural producers and environmentalists, who are calling for more effective and continuous actions for controlling the species, classified as exotic and aggressive.

Without Culling Limits and with Permanent Validity

The approved text imposes no limits on quantity or period restrictions for the management of the animals, as long as the action is authorized by competent environmental agencies. The project considers as population management the direct elimination of the European wild boar and all its hybrids, at any stage of development or level of crossbreeding.

Additionally, control may be carried out throughout the entire territory of Goiás, in public or private areas, provided that technical norms for safety and animal welfare are observed.

Precedent in São Paulo and Tension with Federal Norms

Similar measures have already been adopted by other states. In May 2024, the São Paulo Legislative Assembly approved a similar law, sanctioned by Governor Tarcísio de Freitas. Just like in Goiás, the São Paulo text authorizes continuous culling of the wild boars under the justification of environmental and productive protection.

However, experts point out that there are legal questions about state competence to legislate on wildlife, a matter usually attributed to the Union through the Brazilian Institute of Environment and Renewable Natural Resources (Ibama).

Criticism from Environmental Authorities

The superintendent of Ibama in Goiás, Nelson Galvão, told the newspaper Opção that the new law could be considered unconstitutional, as it invades federal jurisdiction. According to him, the issue is already regulated by national normative instructions, and eventual sanction may be judicialized and taken to the Supreme Federal Court (STF).

Galvão also expressed concern about a potential increase in registrations of CACs (Collectors, Shooters, and Hunters) who could use the new law as a justification for easier access to restricted firearms.

Experts Diverge on Effectiveness and Scope of the Measure

The topic divides the opinion of environmental specialists. Renato Cezar, an analyst with the Silvânia National Forest (Flona), advocates for management as an essential tool for preserving springs and native wildlife. He emphasizes that the wild boar destroys riparian vegetation, threatens endemic species, and compromises natural regeneration of protected areas.

On the other hand, the president of the National Hunting and Conservation Association (ANCC), Daniel Terra, believes that the law does not present practical innovations compared to the federal regulations already in force. According to him, it would be more effective for the project to establish a State Control Plan, with training of public agents and systematic monitoring.

With information from the Compre Rural portal, which detailed the main points of the project and the reactions from the productive and environmental sectors, the proposal may still undergo changes or be blocked judicially, if sanctioned.

The expectation now rests on Governor Ronaldo Caiado, who is expected to position himself in the coming days. If he sanctions the measure, the new law will come into effect immediately, but it may face direct actions of unconstitutionality from environmental agencies or political parties against the flexibility of hunting.

Está demorando muito para que os governos estaduais tomem uma medida definitiva, para acabar com os javalis 🐗 e java-porcos, estão destruindo plantações, fauna nascentes e florestas

Meu pai foi morto por um bando de javalis, ele estava na chácara dele tratando das galinhas quando foi atacado.
