Aiming to Help Low-Income Families, Oil and Gas Sector Deputies Approved a Bill for the Creation of a Kitchen Gas Aid in Several States

Federal deputies linked to the oil and gas sector approved this month the urgency of one of the bills aimed at creating aid for kitchen gas targeted at low-income families. The proposal is authored by Carlos Zarattini (OS/SP) and will be reported by Christino Áureo (PP/RJ), from the party that is part of the government’s allied base.

Carlos Zarattini disagrees with the pricing policy entirely, stating that there is no sense or international balance for kitchen gas to have these values; however, it is necessary to resolve this for low-income families.

The original text from the deputy provides that part of the oil and gas royalties from the Union and the amounts collected with the CIDE could be used to discount the price of kitchen gas for low-income families registered in CadÚnico. According to data from April from the Ministry of Citizenship, assistance with this scope could benefit approximately 23.5 million families.

According to Zarattini, the deputies created two sources linked to the production of oil and gas, which have increased revenue with the rising price. The deputy claims that whether the government wants to create the aid or not, the source is being authorized. “We are doing our part,” the deputy stated.

Proposal Could Be Voted in the Chamber Plenary in Early August

The proposal from the oil and gas sector deputies provides for the payment of kitchen gas through a magnetic card that can be used only at resellers authorized by ANP, as a way to curb the illegal sale of gas cylinders. It will be up to the government to propose a design for the aid and which portion of the revenue will be allocated from the moment of approval.

The estimate is that the matter could be voted on in August in the Chamber plenary. Christino Áureo, responsible for the report, advocates for the creation of a fixed aid, different from what has been done with emergency assistance, which is temporary for the pandemic.

There are dozens of projects in the Chamber of Deputies concerning the price and access to kitchen gas for low-income families. According to Áureo, this is a possibility of providing support to a large part of the vulnerable population after the end of the aid as vaccination progresses.

Social Gas Program

The deputy proposes the creation of the Social Gas, where CIDE would be used to subsidize half of the price of the gas cylinder for families registered in CadÚnico through agreements with the Ministry of Citizenship and resellers, similar to what the states of Maranhão and Ceará have been doing.

The deputy states that there are several possibilities with a single goal, which is a more targeted and effective public policy. According to Áureo, over 15 bills are in progress in the National Congress with the intention of promoting everything from a stabilizing fund for LPG prices to capping kitchen gas prices.
