As of October 1, 2025, vehicles in Espírito Santo without the CRLV 2025 are subject to fines and seizures. Detran-ES confirms the beginning of enforcement and guides how to regularize.
The Detran-ES confirmed that the Licensing Enforcement 2025 begins on October 1, 2025. The date is in the official calendar published by the agency. From that day, driving without the updated document constitutes a serious violation.
According to a survey by Portal Tempo Novo, 898,036 vehicles in the State have not yet settled the licensing for this year. The fleet in Espírito Santo is 2,594,608 vehicles, which exposes a significant number to fines if nothing changes before the enforcement begins.
Detran emphasizes that the CRLV 2025 can be issued in digital format and that the verification of licensing occurs during routine stops. The recommendation is to anticipate regularization to avoid queues and unforeseen issues during enforcement.

What Changes on October 1 and Why Detran Can Fine and Seize Vehicles
The requirement for CRLV 2025 will be enforced statewide beginning 10/01/2025, regardless of the last digit of the license plate for enforcement purposes. This guidance is included in the Licensing Enforcement Calendar 2025.
The licensing expiration calendar by license plate digit remains in effect (with dates in September for the first digits). However, for enforcement, the official reference is the beginning of October. Those without the 2025 document paid and issued may be fined.
In practice, the driver needs to settle any debts and generate the CRLV before driving. Issuance is online, and the document can be presented on a smartphone via Digital Driver’s License.
How to Regularize Your Vehicle, Step by Step, and Common Pending Issues
To license, it is mandatory to settle: IPVA, licensing fee, traffic fines, and any service fees. Without this, the system does not release the CRLV.
Also blocking the issuance are administrative restrictions, such as discharge of lien, transfer of ownership, pending recall, and, when required, inspection for issuing the CSV. Resolve the pending issue at Detran or with the creditor to release the document.
The Detran-ES website concentrates on debt inquiries and issuing payment slips. When generating the licensing payment slip, the system automatically aggregates the vehicle debts linked to licensing.
What Are the Penalties for Driving a Vehicle with Expired Document
Driving an unlicensed vehicle is a serious violation under Article 230, Item V, of the CTB. The law provides for a fine, 7 points, and vehicle removal as an administrative measure. Base value of the serious violation: R$ 293.47.
The classification and values of fines are defined by the CTB and replicated in official channels. In the case of removal, in addition to the fine, the owner bears the cost of towing and yard fees until regularized.
Detran-ES offers payment via Pix for vehicle debts (IPVA, fines, and licensing). This method expedites compensation, which accelerates the issuance of the CRLV. Prioritize the official website when generating payment slips.
The agency also issued warnings against scams: beware of sponsored links, “miraculous” discounts, and check if the beneficiary is Detran-ES/Banestes before making any payments.
In some states, there are initiatives to settle debts during enforcement via Pix to avoid removal, but this does not replace the rules in Espírito Santo. In Espírito Santo, the safe path is to settle online and keep the CRLV-e ready on your smartphone.
Do you agree with the state enforcement starting on October 1 for everyone, even with expirations by plate in September, or do you think there should be greater tolerance? Is the fine of R$ 293.47 and removal proportional measures for those who delay licensing? Leave your opinion in the comments.

…. E, por vai…..
