Accidental Discovery of Possible Oil in Tabuleiro do Norte, Ceará, Mobilizes Researchers from IFCE and Awaits Response from ANP; Tests Indicate Similarity with Deposits of the Potiguar Basin.

What was supposed to be just another well searching for water in the Ceará hinterland ended up attracting the attention of researchers and raising suspicions about the presence of oil in the region.

The case occurred in the rural area of Tabuleiro do Norte, about 210 kilometers from Fortaleza, in the Jaguaribe Valley, near the border with Rio Grande do Norte.

In December 2024, farmers in the locality of Sítio Santo Estevão were drilling the ground, approximately 40 meters below the surface, when they found a viscous, dark liquid with a strong odor, similar to automotive oil.

The discovery quickly caught the community’s attention.

The family of farmer Sidrônio Moreira approached the Federal Institute of Ceará (IFCE) after noticing that the substance had unusual characteristics. From there, analyses began.

Tests Indicate Similarity with Oil from the Potiguar Basin

Researchers from IFCE collected samples and conducted preliminary laboratory tests. The results indicated that the material has very similar physicochemical properties to the oil extracted from nearby areas, especially in the onshore region of the Potiguar Basin.

“We realized that it was indeed a mixture of hydrocarbons [a type of chemical compounds of which oil is part] very characteristic, with properties very similar to the oil from the onshore region of the Potiguar Basin,” stated chemical engineer Adriano Lima, innovation agent of IFCE in Tabuleiro do Norte for the Jaguaribe Valley.

The Potiguar Basin encompasses areas of Rio Grande do Norte and Ceará, both on land and at sea. In several locations, there is oil exploration. However, Tabuleiro do Norte is not included in any official exploration block.

Even so, the area where the substance was found is just 11 kilometers from the nearest block already delineated for oil activities. This detail reinforces the hypothesis that there may be oil in the region, although there is no official confirmation.

Confirmation Depends on Analysis by ANP

Despite the similarities identified, the final word belongs to the National Agency of Petroleum, Natural Gas and Biofuels (ANP). The agency has been notified, but so far has not provided a response.

Only after tests conducted by a laboratory accredited by the ANP will it be possible to affirm with certainty whether the substance is indeed oil. Furthermore, even if confirmation occurs, this does not automatically mean there is an economically viable deposit.

Adriano Lima makes an important caution. The presence of hydrocarbons does not guarantee sufficient quantity, adequate quality, or financial viability for exploration. It is necessary to evaluate volume, depth, operational costs, and environmental impacts.

Process Can Take Years and Does Not Always Attract Investors

If the ANP confirms the existence of a deposit, the path to commercial extraction is long. First, detailed geological studies are conducted. Then, the area may be classified as a new exploration block. Next, an auction occurs for interested companies.

“Some regions they already have well mapped. Regions where there are studies, especially geological studies, where they conduct physical analyses to see the facts, how the subsurface is, to assess the size of the well, the reservoir. When they gather this information, economic information, environmental impact, they process the classification of that area as a new block to be put into operation,” explains engineer Adriano Lima.

Even so, there is no guarantee of market interest. In June 2025, the ANP attempted for the third time to auction blocks in the Potiguar Basin itself, but no company submitted a proposal.

“The cost of setting up a production unit in a region must be equivalent to the return that operation will have. So, for a company, for example, to acquire a block in the northeastern semi-arid, on top of the Apodi Plateau, considering the calculations of environmental costs, environmental impacts, economic operation costs, it must be proportionate to the return they will have from the material they will extract. The return must be related to the quality of the oil they will extract and the quantity, the duration, the time they will be able to produce,” evaluates the researcher.

In light of this scenario that mixes economic hope, delays in official responses, and environmental risks, the question remains: do you believe that the possible discovery of oil can change the future of Tabuleiro do Norte, or do environmental risks weigh more in this story?
