Dual Citizenship Case, Chinese Spy Rekindles Warning About China’s Talent Programs and Threat to U.S. National Security

A Chinese-American engineer admitted to stealing over 3,600 confidential files from a U.S. defense contractor, including sensitive data on military sensors used to track hypersonic and nuclear missiles. The case was confirmed by the U.S. Department of Justice.

The Chinese spy, Chenguang Gong, 59, pleaded guilty to transferring trade secrets during his short tenure as a project manager at a defense company in California. The episode rekindles tensions between Washington and Beijing, especially in the context of the so-called “Chinese Military-Civil Fusion”, which seeks to absorb civilian advancements for military purposes.

According to the U.S. Department of Justice, Gong joined the company in January 2023 and, in less than four months, copied thousands of confidential technical files. The documents included specifications for infrared sensors for space systems capable of detecting and tracking threats such as ballistic, hypersonic missiles, and nuclear warheads.

Some of the files also described alert systems for fighter jets, which detect threats through heat and activate countermeasures. The data was marked as “proprietary” and “restricted use” and, according to prosecutors, could have commercial value of millions of dollars.

More than 1,800 files were downloaded by Gong after he accepted a position at a competing company, which raised immediate suspicions and triggered a federal investigation.

What Connection Does the Chinese Spy Have to the Chinese Government?

Between 2014 and 2022, Gong worked at major technology companies in the U.S. and attempted several times to enter the so-called “Chinese Talent Programs”, initiatives created to attract scientists and engineers to transfer strategic knowledge to China.

Documents presented to the court reveal that Gong proposed projects to Chinese agencies linked to the defense industry, such as the development of military-use analog-to-digital converters. In emails, he even stated that he was willing to “take risks” to contribute to China’s military circuits.

The frequent travels to China and efforts to secure funding from those programs were interpreted as part of an economic espionage attempt.

The American justice system described the files as critical to national security. In an official statement, the U.S. District Court for the Central District of California stated that if obtained by foreign nations, the data could cause severe economic harm to the company and compromise U.S. defense.

Meanwhile, the Chinese embassy in Washington denied any institutional responsibility. Spokesperson Liu Pengyu told Newsweek that China “did not achieve its development through theft,” but rather through its own talent. He also dismissed accusations of organized espionage and criticized the use of “isolated cases” to justify political tensions.

And Now, What Happens to Gong?

Chenguang Gong is out on a bail of US$ 1.75 million, and his sentencing will be announced on September 29. He could face up to 10 years in prison for theft of trade secrets.

The case adds to a series of recent episodes that raise the stakes in the dispute between the two largest global powers, in a scenario where defense technology has become central to the strategic rivalry between the U.S. and China.
