Espírito Santo Gains National Attention Again with Growth in Oil Production Driven by the Jubarte Field, Establishing Itself as the Second Largest Producer and Strengthening the Regional Economy.
The Espírito Santo has regained second place nationally in oil production, reclaiming the position previously held by São Paulo in recent years. The advancement was mainly driven by the Jubarte Field, located in the Whale Park, in the Campos Basin, which saw strong operational growth following the entry of new production structures.
According to an article published by Agência Brasil and other outlets this Wednesday (11), the data is included in an official report from the National Agency of Petroleum, Natural Gas and Biofuels (ANP), the agency responsible for regulating the energy sector in Brazil.
Espírito Santo’s Production Accounts for Over 5% of National Production
According to the survey, the state reached about 193 thousand barrels of oil per day in 2025, representing 5.1% of the total national production. São Paulo, which had surpassed Espírito Santo in previous years, dropped to third place, with 184.5 thousand barrels per day and a share of 4.9%. The growth in Espírito Santo was 24.5% compared to 2024, a figure considered significant by energy market analysts.

Moreover, the performance confirms a relevant recovery within the Brazilian oil landscape. Oil is once again playing a central role in the Espírito Santo economy, influencing job creation, public revenue, and strengthening the local industry. The advancement also reignites debates on productive sustainability and the need for new investments to maintain growth in the coming years.
Espírito Santo Solidifies Its Space in National Oil and Assumes Second Largest Producer Position
The return of the Espírito Santo to the oil ranking did not occur in isolation but as a result of a combination of investments, operational recoveries, and capacity expansions in strategic fields. The state returns to second place after a six-year hiatus, a period during which São Paulo maintained that position.
Industry experts point out that this recovery is significant because it demonstrates production stability and increased technical efficiency. Being the second largest oil producer in Brazil enhances Espírito Santo’s political and economic weight, as the energy sector directly influences public policies, state revenues, and industrial planning.
This scenario also reveals a change in dynamics in the national production axis. While Rio de Janeiro remains the absolute leader, Espírito Santo reinforces its position as a growth and innovation hub, especially in the offshore environment. The move indicates that Espírito Santo’s oil industry has entered a new cycle of controlled expansion based on technology.
Jubarte Field Boosts Oil and Redefines Espírito Santo’s Role
The Jubarte Field is primarily responsible for Espírito Santo’s production leap. Fully operated by Petrobras, the field is located about 76 kilometers off the coast of Anchieta and is part of the complex known as Whale Park. Its strategic importance stands out not only due to the volume extracted but also because of the operational consistency demonstrated in recent cycles.
According to the Brazilian Institute of Oil, Gas and Biofuels (IBP), 77.3% of all oil produced in the state in 2025 originated from Jubarte. The field recorded a 32.8% growth between 2024 and 2025, establishing itself as one of the country’s most productive assets. By the end of the period, it ranked as the fifth largest national producer, averaging about 152 thousand barrels per day.
The production concentration at the Jubarte Field reinforces its strategic importance, but also raises discussions about excessive dependence on a single extraction hub. Nevertheless, recent performance demonstrates technical capacity and logistical efficiency, decisive factors for Espírito Santo’s recovery of second place in the national ranking.
Maria Quitéria Platform Expands Productive Capacity and Strengthens the Energy Sector
One of the central elements for the advancement of oil in Espírito Santo was the commissioning of the FPSO Maria Quitéria, which began operation in October 2024. The unit has a production capacity of up to 100 thousand barrels per day and processes 5 million cubic meters of natural gas per day, figures that significantly expanded the extraction potential in the region.
The platform’s impact was immediate on the production of the Jubarte Field, elevating volumes and providing greater operational stability. Although there was a scheduled shutdown for maintenance of the export gas pipeline, the sector’s expectation has always been for a quick recovery without structural damage to annual productivity.
The incorporation of modern extraction, storage, and oil transfer technologies demonstrates that Espírito Santo’s growth is not only linked to reserve volumes but also to installed technical capacity. Investment in infrastructure was crucial for the new productive cycle.
Effects of Oil on the Espírito Santo Economy and the Industrial Chain
The advancement of Espírito Santo in the oil sector directly reflected on the state economy. Data from the Brazilian Institute of Geography and Statistics (IBGE) indicate that Espírito Santo registered 11.6% growth in industrial production in 2025, the highest rate among all Brazilian states during the period. The national average, in comparison, was 0.6%.
The Federation of Industries of Espírito Santo (Findes) highlights that industrial performance is directly linked to the energy sector. Currently, the oil production chain comprises over 600 operating companies and employs approximately 15 thousand formal workers, with wages above the national average. The sector involves suppliers of equipment, logistics, engineering, and specialized services.
Oil serves as a regional economic engine, boosting revenue and stimulating new investments. Additionally, the presence of the Jubarte Field strengthens the technological innovation environment and attracts operational support companies. The positive impact extends to coastal municipalities and the interior, generating economic dynamism and professional qualification opportunities.
Structural Challenges and Need for New Investments in Oil in Espírito Santo
Despite the growth scenario, experts warn that Espírito Santo still faces significant challenges in the oil sector. Union representatives and research centers indicate that although current production is higher than in the last three years, it remains below historic levels recorded in 2021 and 2016.
Another point of concern is the high dependence on the Jubarte Field, which may pose a risk in case of prolonged operational interruptions. Analysts advocate for greater production diversification and encouragement of exploration in other areas, especially in the Espírito Santo Basin, located on the northern coast, where production has shown a gradual decline over the years.
The continuation of growth depends on constant investment in exploration and innovation. Without new projects and discoveries, the trend is toward stability or reduction of production in the long term. Therefore, balancing expansion with strategic planning is essential to ensure economic and energy sustainability.
The New Brazilian Energy Scenario and Espírito Santo’s Strategic Weight
On the national landscape, Brazil reached 3.770 million barrels of oil per day in 2025, a 12.3% increase compared to the previous year. Rio de Janeiro remains the absolute leader, concentrating the largest productive share, while Espírito Santo consolidates its second place as the second largest national producer.
This position strengthens Espírito Santo’s strategic role in the Brazilian energy map. The recent performance highlights recovery capacity, technological efficiency, and economic relevance. The Jubarte Field emerges as a central piece of this scenario, but the future will depend on diversification and continuity of investments.
The state demonstrates the potential to maintain a leading role in the energy sector, provided it can balance growth, innovation, and sustainable planning. Oil once again becomes a decisive axis for Espírito Santo’s development, directly influencing public policies, industrial expansion, and the generation of lasting economic opportunities.
