In Sergipe, a sleeping giant has awakened. Polo Carmópolis, the most historic land oil field in Brazil, has undergone a radical transformation. After being sold by Petrobras in a billion-dollar transaction, the asset, which was in decline, not only rebounded but doubled its production in just one year under the management of a new independent operator, Carmo Energy.
The story of this transition is a portrait of the new reality of the energy sector in Brazil. It shows the immense potential of mature fields when they receive new investments, but also raises a red flag about governance challenges and environmental risks that accompany the pursuit of growth.

The history of oil in Sergipe begins with Carmópolis. Discovered in 1963, the oil field quickly became one of the largest in Brazil on land, a distinction it still holds today. With an original estimated volume of 1.76 billion barrels, it was much more than a production center.

Carmópolis served as a true “laboratory” for Petrobras. It was there that the state-owned company developed and tested pioneering production technologies, such as horizontal drilling and remote control systems, which would later be crucial for success in offshore operations. The sale of such a historically and symbolically significant asset marked the end of an era for Petrobras.
The Sale Of US$ 1.1 Billion: The New Era Of Polo Carmópolis
Aligned with its new strategy to focus on high-return pre-salt assets, Petrobras completed the sale of Polo Carmópolis to Carmo Energy in December 2022. The total transaction value was US$ 1.1 billion. Carmo Energy, a subsidiary of the Spanish group Cobra, entered the Brazilian market with an aggressive revitalization plan.
The long-term project’s viability was ensured by the National Petroleum Agency (ANP), which extended the concession contract for another 27 years, until 2052. In return, the new operator committed to a heavy investment in the oil field of US$ 800 million over 10 years to modernize and expand production.
The Impressive Results Of The New Management
The results from Carmo Energy’s first year were immediate and significant. Production, which had fallen to around 3,900 barrels per day during the transition, more than doubled. By December 2023, the field was producing around 8,600 barrels daily, with the number of active wells jumping from 477 to 800 in the oil field.
This increase was reflected in logistics. In January 2024, the Aracaju Maritime Terminal (TECARMO), part of the complex, recorded its largest oil shipment in history, with over 590,000 barrels loaded onto a single ship, a feat that demonstrated the new management’s efficiency.
Environmental And Operational Concerns
In stark contrast to the productive success, the first year of the new operation was marked by environmental issues. The 2023 ANP safety report recorded 38 oil spill incidents at the company’s facilities.
Even more serious was the allegation in October 2023 of irregular disposal of contaminated material with oil and radioactivity in the municipality of Carmópolis. The presence of the hazardous material was confirmed by the National Nuclear Energy Commission (CNEN), and the case is being investigated as an environmental crime, raising serious doubts about the new company’s ability to manage the complex liabilities of a field operated for 60 years.
The Impact In Sergipe: The Recovery Of Growth And Job Creation In The Oil Field
The revitalization of Polo Carmópolis has had a strong positive impact on the economy of Sergipe. The resumption of investments led to the creation of 489 direct and 3,260 indirect jobs in the first year, with the company prioritizing local labor — more than 70% of the workers are from Sergipe.
The increase in production has also translated into more revenue for public coffers. In 2023, the operation generated between R$ 57 million and R$ 73.5 million in royalties, vital resources for the producing municipalities. According to a study by FGV, each R$ 1 billion invested in the sector in Sergipe has the potential to generate 6,600 jobs throughout the local economy.

Há uma debandada geral do martírio que está sendo a vida do brasileiro. Os maiores impostos do mundo recaem sem dó sobre o empreendedor que procura sobreviver nesse enorme martírio. Haja vontade pra se levantar e ir novamente à luta do dia à dia. Acordem senhores legisladores, o Brasil afunda como nunca afundou!….
