Project Expands Treatment Capacity, Creates Jobs, and Anticipates Legal Framework Goals Based on Technical Data and Official Deadlines
Sabesp contracted, in March 2024, Andrade Gutierrez Construções e Serviços (AGCS), part of the Andrade Gutierrez Group, in consortium with Construtora Elevação, to modernize and expand the Barueri Wastewater Treatment Plant (ETE Barueri). Since its inauguration in 1988, ETE Barueri has treated the largest volume of wastewater in South America, serving municipalities in Greater São Paulo and part of the capital. The contract was formalized on March 25, 2024, and according to the official schedule, the responsible parties are expected to complete the project by January 2027. In total, it is estimated that around 900 direct jobs will be generated throughout the construction. Also, in the first half of 2024, 118 immediate job openings were made available for operational and administrative positions, with the selection process announced by Gupy.
Modernization Will Expand the Technical Capacity of the Treatment Plant
According to data published by Sabesp in April 2024, ETE Barueri currently operates with an average capacity of 16,000 liters per second. With the planned upgrades, this volume is expected to rise to 22,500 l/s, with a maximum capacity estimated at 34,000 l/s. The technical forecast for the execution of the work is 34 months, starting in April 2024. The plant serves ten municipalities: Barueri, Carapicuíba, Cotia, Jandira, Itapevi, Santana de Parnaíba, Osasco, Taboão da Serra, Embu das Artes, and Itapecerica da Serra.
Structural and Operational Interventions Are Among the Highlights of the Project
According to a technical note from Sabesp, the project aims to modernize physical structures and, in addition, install new operational systems. Thus, among the planned improvements are the enhancement of pumping, as well as the construction of sand boxes and the reconfiguration of raw sewage drainage. Furthermore, the project includes hydraulic leveling, which, consequently, helps to optimize the plant’s operation. These interventions, in turn, aim to increase the efficiency of effluent treatment and also reduce operational costs. Moreover, they seek, above all, to lower expenses with solid waste removal, which strengthens the sustainability of the process.

Project Is Part of the Integra Tietê Program and Meets Regional Impact Criteria
The modernization of ETE Barueri, therefore, is part of the Integra Tietê Program, which the Government of the State of São Paulo created in July 2023. In addition, Sabesp coordinates this strategic initiative, which aims to improve sanitation and recover the Tietê River, with a clear focus on environmental quality. According to a technical report released, this first phase includes, above all, 42 sets of linear works. Similarly, it also encompasses the expansion of six treatment plants, which reinforces the project’s scope. Furthermore, the document states that 48 execution contracts have already been signed to date. Sabesp stated, in an official statement, that the central objective is to improve sanitation. Therefore, it is expected that, with these integrated actions, the Tietê River, which runs for 1,100 km, will have its environmental quality progressively restored.
Goals Have Been Redefined Based on Technical Planning and Institutional Schedule
During the event “Saneamento Paulista – Desafios e Avanços,” the president of Sabesp, André Salcedo, informed that the company intends to anticipate the goals of the Legal Framework for Sanitation. The legal goal of universalization, expected for 2033, has been internally redefined to December 2029. According to Salcedo, this decision is based on technical planning, financial viability, and alignment with the 375 municipalities served by the company. In a press conference, Sabesp confirmed that the strategic investment plan involves more than R$ 70 billion by 2029.
Contracted Company Reinforces Technical Positioning in the Infrastructure Sector
In a press conference held on March 22, 2024, the president of AGCS, Carlos Souza, emphasized the company’s commitment to executing the project according to the required engineering parameters.
“The modernization of ETE Barueri represents another step forward in the advancement of national sanitation. We will utilize high-performance technology focusing on efficiency and safety,” he stated.
AGCS has a history of large-scale works and claims that the project is within the operational and technical capacity of its multidisciplinary team.
Project Presents Environmental and Social Benefits Based on Official Guidelines
The director of Engineering and Innovation at Sabesp, Roberval Tavares, stated that the modernization of ETE Barueri will be decisive for the gradual improvement of water quality in the Tietê River. According to him, the return of aquatic fauna and flora will be possible through gains in the sewage collection and treatment process. Moreover, the project aligns with public health and social inclusion guidelines by promoting broader access to sewage collection and treatment.
