Understand How the Notice Works
The deadline for submitting proposals began on November 18, 2024 and will run until January 7, 2025.
This initiative is part of a strategic partnership that began in 2016 between CAPES and Cofen.
The main objective is to promote the qualification of nursing professionals through the Postgraduate Development Program (PDPG) in the field.
In addition to seeking practical solutions for the daily challenges of public health, the program aims to reduce regional inequalities in academic training, strengthening regions such as the Legal Amazon and states that do not have postgraduate programs in nursing.
Who Can Participate?
Higher education institutions, public or private, with postgraduate programs may submit proposals.
The courses offered need to cater to nurses with active registration in their regional councils and employment ties to health institutions providing services to the Unified Health System (SUS).
Slots are reserved for professionals in the field who are already working in the market and seek to advance their qualifications without abandoning their practical role.
Available Slots and Modality
The available slots were organized into two modalities:
- Main Class: aimed at institutions with established structures, offering 120 slots for master’s and 20 for doctoral.
- Remote Class (PCI): aimed at expanding access in more remote regions, providing 40 slots for master’s and 20 for doctoral.
Both modalities receive financial support, including funding and capital, to ensure that institutions can provide the necessary infrastructure.
Investments and Expected Impacts
Projected to train 420 masters and 80 doctors in the next five years, the program will have a total investment of R$ 9.48 million, financed by Cofen.
Capes will be responsible for the logistics of the selection process, from proposal analysis to monitoring the progress of the courses.
Reducing Inequalities and Internationalization
One of the main highlights of this initiative is the reduction of regional inequalities.
The priority will be for states that still lack professional master’s and doctoral programs in nursing.
Remote regions, such as the Legal Amazon, will benefit, ensuring access to high-quality education.
Another unique aspect is the possibility of internationalization.
Students will have opportunities for exchange programs abroad, broadening their perspectives and contributing to impactful technical-scientific production.
How Will the Selection Process Work?
The submission of proposals must be done entirely online through the CAPES portal.
Interested parties must fill out a specific form, attach the required documents, and meet the criteria outlined in the notice.
After the proposal analysis, anticipated to occur in April 2025, the selected institutions will publish their own notices for the registration and selection of candidates.

Unlike many traditional academic courses, the master’s and professional doctoral programs have a practical focus.
