Cooperation Includes In-Person and Distance Courses at UNIFA and FGV, Involving Captains, Majors, Lieutenant Colonels, and Colonels at a Decisive Stage of Military Career
The Getulio Vargas Foundation (FGV) reinforced its strategic partnership with the Brazilian Air Force (FAB) in the area of military education, consolidating programs aimed at the training of officers and preparation for general officer positions. The initiatives, held at the campus of the Air Force University (UNIFA) in Rio de Janeiro, cover different stages of the career, from captains to colonels.
The agreement includes joint activities with the Aeronautics Command and Staff School (ECEMAR) and the Aeronautics Officers Improvement School (EAOAR), reaffirming FGV’s role as a Strategic Defense Company and contributing to leadership development.
Seminar and High-Level Classes
In August 2024, the new module of Policy and Strategic Management of the Aerospace Policy and Strategy Course (CPEA) at ECEMAR began. The seminar “Technological Trends and Geopolitical Implications” took place at FGV’s headquarters, in the Engenheiro M.F. Thompson Motta auditorium, bringing together professors, officers, and authorities.

On this occasion, FGV’s president, Professor Carlos Ivan Simonsen Leal, emphasized the importance of long-term planning, modernization of public management, and investment in defense. Following that, Professor Guilherme Tegoni Goedert from the Applied Mathematics School (EMAp) presented the class “Fundamentals of Quantum Computing: Language, Concepts, and Applications”.

The Brigadier Air Pedro Henrique Cavalcanti de Almeida, commander of ECEMAR and an FGV alumnus, pointed out that the cooperation has strengthened the strategic thinking of the Force: “FGV has helped us refine and make our fundamental questions for strategic planning more pure and effective.”
Meanwhile, Colonel Intendent Ivan Luiz de Siqueira, a CPEA student, highlighted the impact of education on international themes: “This partnership provides us with significant knowledge in geopolitics. It is essential for understanding the external context of the Air Force, especially for those who will participate in international missions.”
Three Consolidated Educational Initiatives
Currently, the FGV–FAB partnership is supported by three main programs:
- Course on Processes and Projects (EAOAR – EAD, 100h): aimed at captains at the beginning of their careers.
- Executive MBA in Planning and Strategic Management (ECEMAR – EAD, 438h): intended for majors and lieutenant colonels.
- Course on Policy and Strategic Management (ECEMAR – in-person, 84h): targeted at colonels preparing for general officer roles.
Strategic Importance for the Country
According to a statement released by the Getulio Vargas Foundation, the partnership reinforces the production of knowledge in areas of national relevance, such as defense, geopolitics, and strategic management. The cooperation is considered fundamental for the development of military leaders capable of operating in a landscape of technological transformations and new international challenges.
With this, FGV and the Brazilian Air Force enhance the integration between academia and the defense sector, contributing to the training of highly qualified officers prepared to assume command positions in the future.
