More Than 200 Million Brazilians Can Now Issue Civil Certificates Online, Safely, Practically, and Without Having to Go to the Notary Office

A historic transformation in access to official documents is changing the daily lives of Brazilians. Since 2022, with the creation of Law No. 14.832, the federal government implemented the Electronic System of Public Registries (SERP).

This tool allows issuing birth, marriage, and death certificates online, eliminating queues, travel, and bureaucracy. The official portal RegistroCivil.org.br ensures speed, legal security, and complete accessibility across the country.

Moreover, the digitization of notaries represents a decisive advance in public services, connecting technology, efficiency, and citizenship.

How the Digital Civil Registry System Works

The process of online issuance is simple, secure, and fast. The user accesses the site RegistroCivil.org.br, selects the type of certificate, and fills in the requested information.

Then, reviews the information and confirms the request. Soon after, makes the payment with a credit card, Boleto, or Pix, which has no additional fees and confirms instantly.

Afterward, the citizen chooses the delivery format: digital version by email, pickup at the notary, or mail delivery.

Additionally, the portal allows login with a Gov.br account, direct registration, or use of a digital certificate, which reinforces the authenticity and protection of the process.

According to the National Operator of the Civil Registry of Natural Persons (ON-RCPN), the goal is to “bring citizens closer to their civil rights with transparency and efficiency.”

Costs, Free Access, and Delivery Methods

The first copy of birth and death certificates remains free, even in the online mode, as provided by legislation. This right guarantees universal and free access to basic documentation.

The second copies and marriage certificate have specific costs, which vary depending on the delivery method:

  • Digital version or pickup at the notary: starting at R$ 78.14;
  • Delivery by mail: around R$ 102.00.

These fees cover authentications and administrative services, ensuring legal validity and speed in the release of documents.

According to data from the ON-RCPN, the average delivery time varies between 24 hours and seven business days, depending on the chosen option.

Interconnected System and Data Security

The portal RegistroCivil.org.br is connected to the National Civil Registry Information Center (CRC Nacional), which integrates notaries from all over the country.

This interconnection ensures standardization, traceability, and advanced protection of civil data. In addition, information is encrypted, which prevents fraud and preserves user privacy.

According to the Ministry of Justice and Public Security, which released a note in March 2025, the digital model reduced the average time for certificate issuance by 60%.

The president of the ON-RCPN stated that “the total digitization of civil records is a milestone of citizenship and efficiency, placing Brazil among the most advanced countries in electronic public services.”

Warnings About Fake Platforms and Digital Scams

With the increase in demand, RegistroCivil.org.br reinforces the warning: only the official website should be used. This is because unauthorized platforms may charge extra fees or improperly use personal data.

The National Justice Council (CNJ) recommends that citizens verify the official domain before entering sensitive information.

Furthermore, a report from the National Institute of Information Technology (ITI), published in April 2025, indicated an 18% increase in digital fraud attempts involving online certificates.

For this reason, attention and prior verification are essential to avoid scams and ensure the security of civil data.

The Impact of Digital Transformation on Access to Citizenship

The digitization of civil records is considered one of the largest administrative modernizations in the country’s history. In addition to reducing operational costs and eliminating queues, it expands access to official documents in remote areas.

Public administration experts highlight that this measure “puts the citizen at the center of digital policy, promoting inclusion, efficiency, and transparency.”

Thus, Brazil enters a new era of digital public services, with documents issued in minutes, without travel, and with full legal validity.
