1. What Is the Social Driver’s License?
The Law 15.153/2025, signed by President Lula on June 27, amends the Traffic Code to <strongallocate part of the fine collection to fund the licensing of low-income individuals registered in CadÚnico.
The program covers all stages of the process: exams, classes, and issuance of the document, at no cost to the beneficiary.
2. Who Is Entitled?
- Be registered in CadÚnico, with a per capita family income of up to half of the minimum wage (approx. R$ 759);
- Total family income of up to two minimum wages, depending on the state;
- Other specific categories (PCD, former inmates) may vary according to the announcement of each Detran.
3. How to Register for the Free Driver’s License (Step by Step)
- Access the website of your state’s Detran.
- Find the banner “Social Driver’s License” or equivalent.
- Fill out the online form, confirming data in CadÚnico.
- Upload documents (identity, proof of income, etc.).
- Wait for selection and, if approved, take exams and classes until you receive the driver’s license for free.
4. What Changes Starting in August?
The law goes into effect 45 days after publication, approximately on August 12, 2025;
The Detrans will have up to 45 days for regulation and to start the program nationwide.
It is expected that state vacancies will continue and expand nationally.
