In an important statement made today, the Vice President and Minister of Development, Industry, Commerce, and Services, Geraldo Alckmin (PSB), revealed the details of a comprehensive package of measures from the federal government aimed at boosting the production of popular cars in Brazil and making new vehicles more accessible to consumers by reducing taxes on them, according to Uol.
According to Alckmin, the government will offer discounts on taxes such as IPI (Tax on Industrialized Products) and PIS/Cofins, ranging from 1.5% to 10.96% of the final value of the vehicle. This measure will be applied exclusively to cars priced below R$ 120,000 and will have a limited duration, the exact period of which has not yet been disclosed.
The percentage of tax discounts in the government program will be determined considering three main factors. The first is the vehicle’s price, where more affordable cars will receive higher discounts, reaching up to 10.96% of the total value. The second factor is energy efficiency, where vehicles with lower emissions and consumption will have a lower incidence of PIS/Cofins. Finally, the third factor is industrial density, benefiting vehicles with a higher percentage of components manufactured in Brazil, including the production of auto parts in the country.

Government Tax Reduction Measure Will Still Undergo Assessment By The Minister Of Finance
However, before being implemented, the government’s initiative to reduce taxes needs to undergo analysis by the Minister of Finance, Fernando Haddad. Alckmin informed that the Finance Ministry requested up to 15 days to provide its opinion and, after this period, it will be possible to draft the provisional measure.
Although speculation indicated that the government’s package of measures to reduce taxes on the prices of popular cars could include FGTS withdrawals for vehicle payments and a special financing line with lower interest rates for consumers, these mechanisms were not mentioned during the press conference.
It is expected that the measure for popular cars will mainly benefit compact cars with a 1.0 engine, priced between R$ 50,000 and R$ 60,000. Currently, the cheapest new cars in the country are the Renault Kwid and the Fiat Mobi, priced around R$ 69,000.
General Measures Of The New Government Program Were Defined By The Vice President
The general guidelines of the government package to reduce taxes on the prices of popular cars were defined by Alckmin, who met with executives from various Brazilian automakers in recent weeks. The president of the National Association of Motor Vehicle Manufacturers (Anfavea), Márcio Lima Leite, praised the measure announced by the federal government and stated that it is possible for new vehicle prices to drop to below R$ 60,000 with the proposed measures.
However, it is important to note that each automaker has its own pricing policy for cars, and based on the information presented, there is an expectation that we will see prices below R$ 60,000, already with the tax reductions on the value.
