Agreement Between Federal Government and Retirees Allows Direct Reimbursement to Benefit Account. Registrations Open Until November 14
More than 1.1 million retirees and pensioners who suffered undue deductions have started to receive reimbursements due to a fraud at INSS involving charges made by association entities. According to the institute itself, payments will continue until July 30, and the amounts are adjusted by IPCA.
The agreement was proposed by the federal government to expedite reimbursements and avoid mass litigations. Those who have already contested the deductions and have not received a response from the entity within 15 business days are eligible to join — free of charge — through the Meu INSS app or directly at the Post Office.
Over 1 Million Have Joined; Process Is Free and Direct
According to INSS President Gilberto Waller, 1.248 million people have joined the agreement as of Friday (25), a number that represents just over half of the 2.295 million eligible beneficiaries. The expectation is to reach everyone by November.

“The idea is for these retirees and pensioners to join immediately to quickly receive this amount,” Waller stated in an interview with Voz do Brasil. Payments follow the order of joining — the sooner the beneficiary accepts, the faster the deposit will be made to the account where the benefit is paid.
Unauthorized Deductions Caused Losses to Millions of Insured
The fraud at INSS involved irregular charges made by entities claiming to represent beneficiaries. Many retirees reported that they only noticed the deductions after seeing lower amounts in their statements. Refunds are being made without the need to go to court, as long as the beneficiary formalizes the joining process.
According to the institute, 1.3 million people have formally contested the amounts, which represents 30% of the total affected public. Alert messages are being sent via WhatsApp, banks, and the Meu INSS app, but none of them contain clickable links — a measure taken to prevent new scams.
Who Can Join and How the Process Works?
Those who can join the agreement are retirees and pensioners who contested the undue deductions and did not receive a response from the collecting entity within 15 business days. By accepting the agreement, the beneficiary waives the right to file a lawsuit, but receives the corrected amount in full. If there is a prior action from April 23, it is possible to withdraw the action and join the agreement, with fees paid to the lawyer by INSS (5%).
The joining process must be done exclusively through:
- Meu INSS app or website
- Post Office branches
The central 135 is available to answer questions, but does not process the joining.

- Go to “Consult Requests”
- Click on “Fulfill Requirement”
- Read the last comment and select “Yes” in “I agree to receive”
- Click on “Send” and wait for the payment
Fraud at INSS Mobilizes National Communication Campaign
INSS states that more than 2 million people have already contacted the Post Office since the beginning of the process. To avoid confusion, the government has strengthened communication through different channels, but warns that no joining will be done by phone or through links received on mobile devices.
“We don’t want to leave any retiree behind,” Waller emphasized. The guidance is that messages with links should be ignored, as they are attempts at scams.
