Technical Mission in Belgium and Netherlands Seeks References for Unprecedented Project in Brazil, Planned to Connect Santos and Guarujá with an Immersed Tunnel.
The Government of São Paulo conducted a technical mission in Europe on Sunday (3) and Monday (4) to enhance the Santos-Guarujá Tunnel project. The auction for the work is scheduled for September 5, 2025, at the headquarters of the Stock Exchange (B3).
The delegation included Raquel Carneiro, director of Artesp, who accompanied the trip focusing on regulatory experience and project oversight by the agency. The aim was to seek international references to improve technical and management solutions.
On the first day, the visit took place at the operations center of the Dutch company Imontevc, specialized in the movement and immersion of submerged structures. This technology is the same planned for the connection between Santos and Guarujá.

On the second day, the group visited the Scheldetunnel in Antwerp, Belgium, where they observed a technical immersion and participated in a meeting with the local regulatory agency Lantis. The institution is responsible for the Oosterweel project, one of the largest infrastructure endeavors in Europe.

Most importantly, the mission reinforced the Government of São Paulo’s commitment to technical excellence and innovation in developing urban mobility and logistics solutions.
According to the state administration, the international exchange also continued the dialogue initiated during the project’s roadshow. This stage allowed for the refinement of the concession model, focusing on greater efficiency, legal security, and attractiveness for investors.
The incorporation of practices observed in Europe is expected to contribute to the project meeting high standards of quality and safety.
Tunnel Details
The Santos-Guarujá Tunnel will be the first of its kind in Brazil to adopt immersed tunnel technology. It will have a length of 1.5 km, with 870 meters beneath the channel bed.
The structure will feature three lanes in each direction, an exclusive lane for Light Rail Vehicles (VLT), and a gallery for pedestrians and cyclists. The total estimated investment is R$ 6 billion, with public and private resources, within a 30-year concession contract.
Partnership and Integration of Efforts
The project is the result of a partnership between the Government of São Paulo and the Federal Government, through the Ministry of Ports and Airports. It also receives support from Artesp, the National Agency of Aquatic Transport (Antaq), and the Port Authority of Santos (APS).
The initiative is qualified under the State Investment Partnership Program (PPI-SP) and is part of the New PAC of the Federal Government.
Thus, the joint effort among different spheres and agencies seeks to accelerate the execution of the work, considered strategic for improving mobility and logistics in the coastal region of São Paulo.
