The Government of São Paulo Invests R$ 47.1 Million in the Modernization of Meteorological Radars and Preventive Alerts. With Advanced Technology and Data Integration, the State Reinforces Its Capacity for Forecasting and Responding to Natural Disasters, Ensuring Greater Protection for the Population Against Extreme Weather Events.
In an effort to enhance the prevention and response to natural disasters, the Government of the State of São Paulo announced a significant investment in modernizing its climate monitoring structures.
The initiative aims to integrate advanced technologies to ensure greater safety for the population in the face of extreme weather events.
Governor Tarcísio de Freitas inaugurated, this Thursday (13), at the Palácio dos Bandeirantes, the new Emergency Management Center (CGE) of the State Civil Defense and the São Paulo Meteorological Radar and Alerts Center (Cepram).

These centers, which are part of the SP Always Alert campaign, received a total investment of R$ 47.1 million.
The goal is to enhance risk management, prevention, and the actions of the São Paulo government in the face of natural disasters and extreme weather events.
Cutting-Edge Technology at the Service of the Population
The new CGE is equipped with advanced technology to monitor, in real-time, weather conditions and occurrences throughout the state, allowing for quicker and more efficient responses.
The Cepram, also managed by Civil Defense, focuses on preventive actions, training agents, and developing resilience strategies to minimize the impacts of natural disasters on the population of São Paulo.
The modernization of the structure, with an investment of R$ 3.2 million, allows for greater integration with municipalities and partner agencies, reinforcing the safety and preparedness of the state in the face of emergencies.
In addition, the government has contracted a new meteorology service, with an investment of R$ 3 million, expanding technical capacity for weather forecasting and rapid response to weather events.

Data Integration for More Accurate Forecasts
With an investment of R$ 40.9 million, the Cepram will integrate all available technology in the state, gathering data from meteorological radars, sensors, and alert systems to improve forecasting and issuing alerts to the population.
The structure will have a specialized technical team, including meteorologists, hydrologists, and geologists, and will reinforce the operation of the CGE, ensuring greater accuracy in weather reports and alert issuance in risk situations, such as heavy rains, storms, and hail.
Currently, the state of São Paulo has seven meteorological radars, two of which were recently acquired: one in Ilhabela, with an investment of R$ 10 million, and another in Campinas, costing R$ 4 million.
The radars, operated by different institutions such as SP Águas, USP, UNESP, and Unicamp, will now have their data integrated.
Strengthening Civil Defense
The state coordinator of Civil Defense, Colonel PM Henguel Pereira, highlighted the importance of this integration: “We have been planning and working for this integration since the beginning of Governor Tarcísio de Freitas’ administration.
This union generates positive results in terms of prevention and response to climate changes. Now, we will have a modern center, which will serve as a reference for other states and enable us to provide better quality service to the people of São Paulo.”
São Paulo Always Alert Campaign
The SP Always Alert campaign is a partnership between the State Civil Defense and various state secretariats and aims to expand alert actions in risk situations, investment in cutting-edge technology for meteorological monitoring, and protection of the population.
One of the actions incorporated by the campaign is the use of new alert sirens for storms in at-risk areas.
The equipment began to be used in São Sebastião, on the North Coast, and will also be installed in other cities with a history of floods and landslides.
Anti-Flood Works and Monitoring of Risk Areas
The Department of Environment, Infrastructure, and Logistics is allocating over R$ 1.8 billion for actions to minimize the impact of climate changes on the population.
The initiatives include the construction of new retention basins, cleaning existing reservoirs, and dredging channels and rivers.
In addition, a partnership between Civil Defense and the Department of Development and Housing will allow monitoring of risk areas throughout the state of São Paulo, using a digital platform that uses satellite images to track the advance of irregular housing construction and deforestation in environmentally protected areas.
New Protocols and Specialized Assistance
The campaign also includes new protocols between state agencies.
The Department of Health will expand the offering of training workshops for local sanitary and epidemiological surveillance agents, prioritizing rapid response actions in communities affected by floods and landslides.
Meanwhile, the Department for the Rights of People with Disabilities will offer specialized assistance to more vulnerable groups during disasters, mapping homes with people with disabilities or reduced mobility, as well as children, pregnant women, and the elderly in risk areas.
Preventive Plan and Additional Investments from the Government of São Paulo
The Civil Defense Prevention Plan also integrates the SP Always Alert campaign, involving monitoring actions of accumulated rainfall and weather forecasting, field inspections, and emergency services to municipalities or regions affected by disasters.
In addition, the State Civil Defense is investing R$ 188 million in 2023 to cope with disasters, with slope stabilization works, reconstruction of bridges, and purchase of vehicles, equipment, radars, and sirens.
