Governor Renato Casagrande Sent A New Measure To Bring More Rigor To Intensification. The Objective Is To Ensure The Collection Of Information About Oil Production In Espírito Santo.
The government of Espírito Santo, under the leadership of Governor Renato Casagrande from PSB, proposes this Tuesday, (08/15), an amendment to the legislation for monitoring and enforcement of royalties from oil and gas. The goal of the process is to enhance control over the production of these resources. The proposed measure seeks to impose fines on stationary production units that do not provide the monthly production report to the Department of Finance, reflecting a more rigorous stance on information collection.
Governor Renato Casagrande Sends An Amendment To Oil Royalties Legislation
The government of Espírito Santo is committed to strengthening the oversight of oil and gas production in the state.
In a recent initiative, Governor Renato Casagrande sent a measure to the Legislative Assembly that seeks to improve the collection of information related to the production of natural resources.
-
Robots already operate oil rigs without humans, connect pipelines on their own, and inspect platforms in the dark, and the world’s largest drilling company plans to cut 75% of the crew at each well.
-
In the 1970s, oil became a weapon of war and paralyzed the entire world, and now the same thing is happening again with Iran closing off the route for 20% of the planet’s fuel.
-
When oil prices rise, the gas station increases prices the next day, but when it drops by 13% at once, no one explains why gasoline remains at the same price for months.
-
The largest fuel distributor in Brazil has just been forced to import diesel and gasoline on its own after Petrobras reduced its monthly deliveries.
The proposal, originating from Palácio Anchieta, aims to modify item V, paragraph 2 of article 18 of Law 8.501/2007, which deals with the monitoring and enforcement of exploratory concessions, including royalties from oil and gas.
The change proposed by the government aims to apply fines to stationary production units, such as offshore platforms, if they fail to provide the monthly production report (BMP) of oil and natural gas to the Department of Finance (Sefaz).
Currently, the existing legislation imposes a sanction of 10,000 State Treasury Reference Values (VRTEs), equivalent to R$ 42,961.00, for production fields that do not comply with the obligation to send the monthly production report.
Thus, the main objective of the Espírito Santo government proposal is to intensify this oversight, aligning with recent changes in the Integrated System of Economic-Fiscal Information (Sinief) and reinforcing the need for transparency and accountability.
New Amendment Sent To The Legislative Assembly Will Ensure The Accuracy Of Production Data
The governor of Espírito Santo commented on the state’s motivations regarding the new amendment sent to the Legislative Assembly.
According to Governor Casagrande, the concessionaires and consortia that operate in partnership with the National Agency for Oil, Natural Gas and Biofuels (ANP) for the exploration and production of oil or natural gas will be required to transmit the digital file of the BMP for each production field and each stationary production unit. This measure aims to ensure the accuracy and integrity of data related to the production of natural resources.
The Bill (PL) was presented and read in the ordinary session of the Legislative Assembly last Monday.
The initiative was submitted for urgent processing at the request of the government leader in the legislative house, Deputy Dary Pagung (PSB).
Now, the amendment is scheduled to be included in the agenda of the next session, ordinary or extraordinary, and will be thoroughly analyzed by the Justice and Finance committees.
In addition to strict oversight, the proposal reflects the importance of ensuring accurate and fair collection of oil royalties, which are intended to finance projects and investments that benefit the population in areas such as education, health, infrastructure, and regional development.
In this way, the measure proposed by the government of Espírito Santo demonstrates a commitment to a more transparent, responsible oil and gas production aligned with current regulations.
With a renewed focus on oversight and information collection, the government aims to ensure that stationary production units fulfill their obligations and contribute to the economic and social development of the state.
