Residents of Rio de Janeiro who dream of working in the naval, port, or offshore sector now have a new qualification opportunity. The state government has opened registrations for free courses in strategic areas of the so-called “Blue Economy,” through the Blue Jobs program – A Sea of Opportunities.
The initiative aims to prepare workers to meet the growing demand in sectors that drive the Fluminense economy. By 2026, the expectation is to train approximately 12,000 professionals in different regions of the state.
Angra dos Reis and Macaé Among the Training Hubs
Cities such as Angra dos Reis, Macaé, Campos, São Gonçalo, and Casimiro de Abreu are among the municipalities that will host training classes. The courses cover essential functions for the naval and offshore industry, such as Scaffolding Assembly, Cargo Handling, Industrial Painting, and Fire Fighting (CACI).

Training is also available for Stewards, Deck and Engine Assistant Mariners, Diesel Engine Mechanics with CBSP certification, Welders, Boilermakers, Ship Electricians, and Forklift Operators.
Registrations are now open and can be completed on the official website of the Secretariat of Energy and the Blue Economy (Seenemar), which is responsible for coordinating the program.
Technical Qualification to Strengthen the Blue Economy
According to Governor Cláudio Castro, the proposal is to transform Rio de Janeiro’s maritime vocation into more jobs and regional development. “We are investing in the qualification of Fluminense people to occupy jobs of the present and the future,” he stated.
The State Secretary of Energy and the Blue Economy, Cássio Coelho, highlighted that the project goes beyond technical training. The idea is to connect trained workers with companies in the sector, encouraging the hiring of local labor in strategic cities like Angra dos Reis and Macaé, reducing logistical costs and strengthening the regional economy.
“The Blue Economy is vital for the development of the state. We want these free courses to result in real jobs for the population,” said the Secretary.
Naval and Offshore Sector Gains Momentum with New Professionals
The launch of the Blue Jobs marks the expansion of the pilot project Qualifica Já, which between 2023 and 2024 trained over 1,600 students in rural towns. Now, with the new phase of the program, the goal is to meet an even greater demand from the job market.
With 635 km of coastline and national prominence in oil and gas production, Rio de Janeiro has strategic conditions to lead the advancement of the Blue Economy in the country. The naval sector, which ranges from shipbuilding to the operation of ports and offshore platforms, plays a fundamental role in this scenario.
Especially in cities such as Macaé — a traditional offshore hub — and Angra dos Reis — a reference in port and industrial activities — the expectation is that the new wave of free courses will help meet the need for qualified professionals.
Registrations and Details of the Free Courses
Those interested in participating in the courses must register online at the official website of Seenemar. With free technical qualification, the state government aims to prepare a new generation of workers for sectors that generate billions of reais annually in the state.
By fostering partnerships with private companies, the program aims to facilitate graduates’ access to concrete job opportunities. The expectation is that the program will enhance the competitiveness of the Fluminense labor force, boosting job creation in strategic sectors for the state’s economy.
